Sterling Ranch II Preliminary Plan and Sterling Ranch Filing No. 2 (Phase 1)

Academy School District 20 is in receipt of File #SP2015 for approval of the Sterling Ranch II Preliminary Plan and File #SP203 for approval of the Sterling Ranch Filing No. 2 (Phase 1).

The District is opposed to the plans as presented. The following issues need to be resolved before the District can agree that the proposed school site of 11.47 acres is acceptable to the District.

PERMENANT 20’ GAS LINE EASEMENT

The proposed site is totally unacceptable to the District if the 20’ permanent gas line easement is not removed from the site. The district was assured via the email below that the gas line would be moved to an adjacent street. One certainly would not build an elementary school on top of a gas line running through the site.

Don - See attached for revised school site. Per Virgil, there will be no detention required on this site, hence it is 11 acres. The existing gas line will be relocated to adjacent streets and vacated, so that will not be a constraint. The trail easement on the north is intended to allow people to walk to the parks to the east and to the school site, as well as for general pedestrian circulation. It will be owned and maintained by the Metro District. Let me know if you have questions. - John

DRAINAGE EASEMENTS ON THE SITE

The current site documents indicate a proposed drainage easement adjacent to the western boundary of the school site. If this is going to be a buried storm drainpipe it is not an issue if it runs adjacent to the western boundary of the site.

In addition, there are additional easements for drainage on the site. Once again, if this represents a buried storm drainpipe adjacent to the western boundary of the site it is not a problem. However, the drainage easement entering from the southwest corner of the site appears to be servicing an open drainage area on the site and is not acceptable as it is located directly in line with one of the anticipated entries to the site from Hazlett Drive.
Any type of open ditch drainage easement on the site is not acceptable as anytime there is water in the ditch it will create an attractive nuisance for elementary students and significant liability for the District.

It appears that the comment regarding dimensioning the tract boundaries is not addressed. Some dimensions were added but not all were added to every tract on all preliminary plan sheets. Tracts are no different from lots, they must be dimensioned and the SF or acreage must be labeled. Colorado Geological Survey review of the resubmittal for Sterling Ranch Phase 2 Preliminary Plan SP203 (Amy Crandall, P.E., acrandall@mines.edu):

With this resubmittal referral, CGS received the revised Soil, Geology, and Geologic Hazard Study (Entech Engineering, Inc., revised May 4, 2021).

CGS provided review comments for this project on March 25, 2021 and June 17, 2021, some of which are repeated herein.

1. Entech’s May 4, 2021 Report and Grading and Erosion Control Plan.

As noted on page 11 of Entech’s report, “Areas within the drainage swale along the western portions of the site have been identified as seasonal and potentially seasonal shallow groundwater areas,” and “surface waters in this drainage are to be collected and piped along the western boundary to a detention pond south of the site.” CGS recommends these drain systems in tributary drainages filled in by development are noted on the plans.

Additionally, according to the Grading and Erosion Control Plans (sheet 3), a “temporary drainage swale” appears to be located within the western and southern portions of the site traversing proposed lots, collected in a basin between lots 137 and 138. CGS has concerns with future improvements constructed over drainages filled in during development (temporary or permanent). Therefore, CGS recommends that these drainages be further evaluated during site-specific geotechnical investigations to determine their effect (i.e., saturated conditions, differential movement, variable subsurface conditions (fill/native material), etc.) on future development.

Note 28 of the Grading and Erosion Control plan (J.R. Engineering, LLC, Revised May 3, 2021) references Entech’s June 25, 2020 report and should be updated to Entech’s most recent revision.

2. Shallow groundwater and basement feasibility.

As noted in Entech’s report (Table 2), groundwater was encountered in two test borings at depths of 7 and 9.5 feet, and bedrock was encountered at depths of 4 to 14 feet. Entech also identifies seasonal and potentially seasonal shallow groundwater areas in Figure 7. The feasibility of basements due to shallow groundwater, seasonally shallow groundwater, and perched groundwater on shallow bedrock is not discussed in Entech’s report. CGS recommends the county require groundwater monitoring/observation to obtain groundwater data that can also be used to determine the feasibility of basements. This monitoring/observation program should be conducted prior to the preliminary plan’s approval to determine if basements are feasible and/or if an underdrain system could be employed for this site. To be effective, however, this monitoring should include measurements/observations through fall, winter, and spring and not merely during site-specific building investigations. Proposed floor levels should be at least three feet above maximum anticipated groundwater levels and maintained year-round.

According to the geologic hazard disclosure statement on sheet 1 and note 3 in sheet 17 of the preliminary plan (N.E.S., Inc., Revised May 17, 2021), “In areas of high groundwater in the area, all foundations shall incorporate an underground drainage system.” Individual foundation perimeter drains are needed around any below-grade (basement) space, if determined to be feasible, and may discharge to an underdrain system if constructed, that gravity discharges to a daylight outfall. Individual foundation perimeter drains are intended to handle small amounts of intermittent, perched water and may NOT be used as sole mitigation of persistent shallow groundwater conditions.

In summary, CGS recommends:

• Drain systems in tributary drainages that will be filled in by development are noted on the plans;
• The county requires groundwater monitoring/observation to obtain groundwater data that can be used to determine the feasibility of basements and/or if an underdrain system could be employed for this site;
• Entech’s recommendations are incorporated in the project planning and design.

NEPCO would like to reiterate comments from our 3/12 letter. We have significant concerns with the projects water use as excessive and disproportional to the offsite impacts. The development allows more than 24 times the water use the community was expecting. The District is requesting land dedication in lieu of fees per the existing El Paso County Code for all residential units developed within the approved Sterling Ranch Sketch Plan. The District has previously discussed 2 future school sites in the portion of the Sterling Sketch Plan that is within the District 20 boundaries with the developers of the property.

Recommendations in Entech’s excellent report should be strictly adhered to. As recommended by Entech, additional subsurface investigations will be required for individual lot development to determine engineering properties of the soils and bedrock, depth to bedrock and groundwater and to develop site specific engineering recommendations for foundation design, subdrains, etc.
We recommend consistency of Lot numbering on the Preliminary and Grading Plans; and the following recommendations from Entech’s report be depicted and/or noted on the plans:
• Planned erosion control adjacent to Sand Creek;
• 20-foot setback from crest of Sand Creek Slopes be drawn on the plans specifically for Lot 12 (as shown on the Preliminary Plan and Lot 34 on the Grading Plan); and,
• Drain systems in tributary drainage's that will be filled in by development.
Additionally, we recommend erosion control measures account for scour erosion from Sand Creek as determined by the Civil Engineer.
We applaud the use of a geologic hazard disclosure statement on the plans. We recommend that this statement include all the geologic hazards identified at the site, including radon and erosion, as well as the others listed in Entech’s report. The current statement lists some lots considered at risk to some hazards. We do not think the lots listed are the only ones at risk from these identified hazards or the other ones not listed. Due to the limited number of borings (4) drilled we do not believe the individual hazards for 212 lots can be determined at this phase in the project. We recommend that, unless more detailed subsurface investigations are conducted that individual lot numbers not be used in this statement on the Preliminary Plan.
Entech identifies shallow groundwater, the potential for shallow groundwater and seasonally wet areas and shallow bedrock. Feasibility of basements due to shallow groundwater, seasonally shallow groundwater and perched groundwater on shallow bedrock is not discussed in Entech’s report. CGS recommends that this issue be addressed prior to development of final plans. Should basements be desired we recommend a systematic groundwater monitoring program measuring the extent of seasonal fluctuations (through on full spring, summer and fall season) to obtain groundwater data that can be used to determine feasibility of basements. This data will be useful whatever grades determined in the final grading plan.
Additionally, we recommend that the Civil Engineer evaluate if a gravity or pumped system may be necessary as part of a groundwater collection system (underdrains), especially if basements are considered.

2. The developer will be responsible for constructing Marksheffel Rd. adjacent to this development. As Marksheffel enters City limits on the south, it must have a pavement top width of 64', City Std. Type 1 Curb/Gutter, 10' trail on the west side and 6' detached sidewalk on the east side.

3. Construction plans must be submitted to the City for review/approval for all street construction and public improvements if this development is to be annexed into the City of Colorado Springs.
