We previously reviewed this site in August 2020. Our recommendations from that review remain valid, and are reiterated below.

Although Entech has submitted a good, comprehenive soils and geology report, it is not a geologic hazard report as required by El Paso County and does not include analysis and evaluation of geologic hazards at the site. Prior to approval of this project CGS recommends that the County require the necessary geologic hazard report for this project as specified in the El Paso County Engineering Criteria Manual, Appendix C.2. This geologic hazard report should include sections on the problems associated with groundwater fluctuations as well as complete discussions and mapping of any other geologic hazards with potential to impact this development such as perched groundwater tables, expansive and/or collapsible soils, shallow hard bedrock and drain recommendations within former drainages being infilled for this development.
Entech reports groundwater in their borings as shallow as 12 feet below ground surface. Grading plans indicate limited grading of several feet of cuts and fills. The county requirements include the need for a discussion on seasonal variations of groundwater and impacts from site grading on these variations. The recommended site evaluation technique to determine seasonal variation of groundwater is a groundwater monitoring program. We recommend a groundwater monitoring program through a full spring, summer and fall to determine seasonal variation and feasibility of basements at this location.

STANDARD ENUMERATIONS COMMENTS-FINAL PLAT:

1. Enumerations will review the mylar prior to plat for address placement, street names and title block.

2. $10.00 per lot & tract platting fee will be due at the time of the review of the mylar (2 addresses per lot & tract). If an address is not needed on a tract then no fee applies. Check should be made out to PIKES PEAK REGIONAL BUILDING DEPARTMENT or PPRBD. Paid directly to the Enumerations Department.

3. A copy of the final recorded plat is required prior to plan submittal for RESIDENTIAL. Amy@pprbd.org

Standard final plat comments still apply, but with RBD being closed, there are a few new changes to Enumerations review of the Mylar. Please, send a pdf of the final plat document (intended plat of record) to the Enumerations reviewer that reviewed the project. We will then check the mylar for the normal things we look at on a plat, address, street names, title block and floodplain statement. Then we will stamp off on that document with an RBD check stamp, if all is accurate. This will be our copy of record that we plan to see once the document is recorded, minus a few signatures on the main sheet. Please contact your reviewer in Enumerations for instruction on payment.
