No comment on preliminary plan.

Final approval is pending details of water and wastewater construction plans which are not included in this review set.

Verify water and wastewater systems will be a public system and become Cherokee infrastructure after final as built inspection.

Colorado Geological Survey review of the resubmittal for Crossroads at Meadowbrook Mixed-Use Preliminary Plan SP2011 (Amy Crandall, P.E., acrandall@mines.edu):

No new or updated geologic or geotechnical information is included with the available referral documents. CGS provided review comments for this project on March 22, 2021 that remain valid and are generally repeated here. The applicant acknowledged these comments (“Noted”) in their June 21, 2021 Agency Review Comments.

The letter of intent (Kimley-Horn & Associates, Revised June 25, 2021) indicates the applicant proposes to subdivide 29.04 acres into 10 commercial lots, one multi-family lot (apartment building), and 3 tracts for stormwater detention/water quality. However, RMG’s revised soils and geology study (Rocky Mountain Group Job No. 177025, revised March 3, 2021) states that the proposed development will consist of 11 commercial lots. RMG should be provided with the updated plans to review and comment as appropriate.

According to the Geologic Map of the Elsmere Quadrangle, a gravel pit once existed within the northwestern portion of the site. The pit is also evident in LiDAR-derived imagery. The Grading and Erosion Control plans (Civil Consultants, Inc., February 2021) show that this area may be filled during grading operations. Since organic debris and illegally dumped trash often collect within mining pits, CGS recommends this area be further evaluated during site-specific geotechnical investigations to examine the potential presence of uncontrolled fill or other deleterious material. Any organic material, trash and debris within the pit must be removed and disposed of offsite. The project team should also consider variable subsurface conditions during planning and design of the proposed multi-family building within Lot 11 and design foundations appropriately.

As noted in RMG’s soil and geology study (Rocky Mountain Group Job No. 177025, revised March 3, 2021) for the Crossroads Commercial development, the geologic constraints identified on the site include potentially hydrocompactive soils, seismicity, radon, and erosion. RMG states on page 11, “the silty to clayey sand generally possesses low hydrocompactive potential.” However, some of the limited testing done by RMG, such as blow counts, indicates hydrocompactive soil within the site. RMG indicates that eolian soil overlies the Dawson formation and the soil is at least 20 feet thick. The eolian (wind-deposited) soil types can exhibit hydrocompaction (settlement or collapse under loading and wetting). For instance, test boring 8 at 4 feet indicates a blow count of 1 blow per foot (dry density testing was not performed). CGS agrees with RMG on page 13 “that the geologic and engineering conditions can be satisfactorily mitigated through proper engineering design and construction practices.” Also, on page 17, “The foundation systems for proposed commercial structures, retaining walls greater than 4 feet and any retention/detention facilities should be designed and constructed based upon recommendations developed in a site-specific subsurface soil investigation.” It will be important that site-specific geotechnical investigations be performed for each proposed building before the issuance of building permits. The study should evaluate the potential for hydrocompaction throughout the soil profile.

The test borings did not extend into the Dawson Formation, and the depth of bedrock is unknown. RMG did not mention that the Dawson Formation can contain highly expansive claystone. I assume this was due to RMG's assumption that the proposed buildings would be built without basements or other below-grade construction. If the developer offers full-depth basements for either residential or commercials uses, it would be prudent to verify the depth of bedrock and the potential for expansive soil/bedrock.

In summary, CGS recommends that:
• RMG is provided with the updated plans to review and comment as appropriate.
• The area comprising the gravel pit be further evaluated during site-specific geotechnical investigations to
examine the potential presence of uncontrolled fill or other deleterious material.
• Site-specific geotechnical investigations be performed for each proposed building before the issuance of
building permits.

Thank you for the submittal of the proposal referenced above. The application form and geotechnical report state the request is to subdivide 29.4 acres into 11 commercial lots. However, the plans label lot 11 as proposed multi-family. This review will assume lot 11, or 12.7 acres, will be developed into 360 apartments.
The geotechnical report by RMG Engineers indicates the Dawson Formation underlies the site and eolian soil overlies the bedrock. Test borings indicate the soil is at least 20 feet thick. Borings did not extend into bedrock, and the depth of bedrock is unknown.

The geotechnical report indicates that the sandy eolian soil may be hydrocompaction, but such risks are low. However, some of the limited testing done by RMG, such as blow counts, indicates hydrocompactive soil underlies part of the site. I do agree with RMG that this geologic constraint can be mitigated on a lot by lot basis. It will be important that a detailed soil and foundation investigation be done for each proposed building before the issuance of building permits. The study should evaluate the potential for hydrocompaction throughout the soil profile.

Cherokee comment on Water Resources Report

Cherokee Metropolitan District prepared a commitment letter for the crossroads mixed use development based upon a plan for the apartment portion of the development which included 306 units. In the development’s water resource report, the number of units has increased to 360. The initial commitment was made based on the initial number of units and El Paso County’s presumptive use value of 0.20 Acre-Feet per Year (AFY). When the water resource report adjusted up the number of units, the water use per unit was proportionally adjusted down to 0.17 AFY in order to remain in line with the water commitment. This water demand per unit is no longer in line with the county’s presumptive use value, however, the District’s average use per multi family unit was 0.15 AFY for the last 5 years. Adding a 5-10% loss factor between produced water and billed consumption, the 0.17 AFY number arrived at in the water resource report is in line with CMD’s expected use. The water commitment volume from CMD to this development remains valid, but the per unit use represented in the water resource report is now below El Paso County’s normal presumptive use value.

1. Preliminary Plan appears to include 10 commercial lots (lots 1-10), 1 multi-family residential (lot 11), and three tracts (A, B and C).
2. The letter of intent shows Lot 11 is slated to be multi-family residential and might need an internal street within lot 11. Enumerations will have further comments when this lot reaches the DP stage.
3. Will lots 1-3 and 10 access from Meadowbrook Parkway? If yes, then they can have addresses assigned off of Meadowbrook Pkwy. If no, then they will get addresses assigned from the internal street. How are lots 4 and 5 being accessed? The plan does not show any access easement for these lots.
4. Floodplain, the map number is incorrect under Note #19. Correct number is 08011C0754G.
5. For assignment of addressing for lots and tracts, place an addressing marker (xxx) where they are intended to be utilized. Lot marker placement to be front door.
6. Provide a 100 scale copy or larger of the entire APPROVED development to this department so that addressing can be assigned. Once received, the DP will be placed on a list to be addressed.
7. It appears at least two street names are needed, provide a list of proposed street names to Justin Annan jannan@elpasoteller911.org, and Glenn West gwest@elpasoteller911.org with El Paso/Teller County 911 Authority. An email from E-911 showing street names is required for Enumeration approval.
