- The previous comment requesting the difference in ADT was not addressed in this resubmittal. The previous Special Use's traffic study estimated 68 trips, please provide an estimated ADT for the submitted Special Use. - In the traffic section of the Letter of Intent, please elaborate on the expected Average Daily Trips (ADT) for the original and revised special use. Please include the daily maximum number of employees, guests, vendors, etc. that can be expected at the property. For your information: 1 visit equals 2 ADT, one arrival trip and one departure trip.

- No access permit on file. The main structure was built in 1969, which is before the 1972 cutoff date, so the access permit fee can be waived. The permit is still required to memorialize the access. The permit can be applied for on the EDARP website under the "Initiate a minor permit" link. In the comments section of the permit, include the date and that the access fee should be waived.

TLMFPD would like answers to the following questions?
1. How has condition 4 (Water Supply) of the 2009 special use of conditions amendment been meet? If so explain?
2. How many actual guest rooms are or will be present?
3. What is the occupancy classification (not County amended) according to the International Building Code?

We will have additional follow-up discussions after these questions are answered.

How many overnight guest will be the maximum that the rec camp will permit? The previous special use limited it to a specific number. In this case, we realize the applicant wants flexibility because the rooms could be configured to sleep varying numbers of people however we need to establish a maximum number of overnight guests so that in the future, we can ascertain when and if expansion takes place. 8/7/2020 3:58:53 PM

There was a condition of approval on the previous special use that an on-site water source is required if facility is expanded to include new habitable space or new buildings. This maybe a cistern or pressurized system from the adjacent Walden Corp. water system.

Since the 2009 special use, new habitable area has been added without approval and new or enlarged habitable area is now proposed. Please proposed compliance with the condition above from the previous special use approval.

Generally speaking the phasing of this project is confusing from a planning and zoning perspective. The phasing appears to be more of a response to the property owner's desire to incrementally implement expansion to the site rather than a means to organize the land use approvals since, in the past, the phasing does not appear to have been implemented in any particular order. It would be clearer if the project was presented as existing and proposed. Existing would encompass anything previously approved per the old special use. Proposed would encompass anything newly proposed, anything that was implemented without approval, or anything that was not previously implemented since approval of the old special use but that is still proposed.

If there have been additions (guest rooms, etc.) that were not approved on the old special use but that have been implemented without approval, the letter of intent should indicate that and explain this special use request is a means to legalize those additions.
