CGS has reviewed RMG's response to our 6/26/2020 review comments and revised Geology and Soils Report, The Hills at Lorson Ranch, El Paso County, Colorado (July 31, 2020): A sentence near the top of page 15 still does not make sense. "...it is our opinion that the existing geologic and engineering conditions can be satisfactorily mitigated through proper engineering, design and contraction practices." Again, should this be "...proper engineering, design, and construction practices"? RMG's out-of-range lab test values have been corrected. Note 1 under the "Soils" heading on sheet CS01 of The Hills at Lorson Ranch Planned Unit Development and Preliminary Plan set should be corrected with the date of any revised RMG report. |

CGS has several questions/comments about RMG's Geology and Soils Report, The Hills at Lorson Ranch, El Paso County, Colorado (May 20, 2020): A sentence near the top of page 15 does not make sense. "It is our opinion that the existing geologic and engineering conditions can be satisfactorily mitigated through proper engineering and design contraction practices and avoidance when deemed necessary." Should this be "...proper engineering, design, and construction practices..."? The water content of a sandy clay sample from 14 ft. depth in test boring 8 is reported as 0%, although the boring log describes the layer as "moist." The water content of a claystone sample from nine feet in test boring 64 is unusually high at 34.6%. The dry density of a sample from test boring 61 is reported as 440.3 pounds per cubic foot, which is not reasonable. CGS recommends that RMG verify and, if necessary, correct their lab test values. Based on site geology and RMG's borings and lab test results, the site is not anticipated to be unusually problematic from a geotechnical perspective. Provided RMG's recommendations are adhered to, CGS has no objection to the proposed residential use and density. Note 1 under the "Soils" heading on sheet CS01 of The Hills at Lorson Ranch Planned Unit Development and Site Plan set should be corrected and clarified. CGS suggests the following: A "Geology and Soils Report, The Hills at Lorson Ranch, El Paso County, Colorado" (RMG Rocky Mountain Group, May 20, 2020 [or the correct date of any revised report]) is held in the Hills at Lorson Ranch Combined PUD/Preliminary Plan File (PUDSP203) at the El Paso County Planning and Community Development Department. Geologic hazards that would preclude the proposed developmenent were not found to be present at this site. Geologic constraints are present, and include: expansive soils and bedrock, hydrocompactive soils, faults, seismicity, radon, erosion, steep slopes and fill soils. These geologic and engineering conditions are relatively common to the area, and can be satisfactorily mitigated through proper engineering, design, and construction practices. The steep, 50% slopes within proposed Tract A should be protected against erosion. The Erosion Control Plan (sheet C4.1 of the Preliminary Site Grading Construction Plans for The Hills at Lorson Ranch, Core Engineering Group, May 25, 2020) does not appear to specifically indicate how the steep slopes within Tract A will be stabilized. |

Regarding a request for approval of a PUD development plan, Enumerations has the following comments: 1. Per Regional Building Code, section RBC312.8 addresses must appear on plats. Submit a 100 scale copy of the plat to our office for addressing. Place an (xxxx) on all lots and tracts which will require an address, in the location the address will be needed. Once addressing is completed, the addresses will be returned so that they may be placed on the mylar prior to recording. 2. Prior to recording, Enumerations will review the mylar for addressing, title block, street names and floodplain statement. A fee of $10 per lot/tract addressed, payable to Pikes Peak Regional Building Department will be due at the time of mylar review. 3. Provide a copy of the final recorded plat to Enumerations.
