Plat redlines some comments still are not addressed from review 2 and 3.
The CGS comments needs to be addressed on plat.
Plat note indicates basements will require underdrains. Where are the final plat construction drawings identifying these? The PUDSP set was uploaded again. Per our meeting a CD set named for final plat which may include drains was to be uploaded. If not proposing basements, than state that on plat note, if proposing basements provide drains on plat CDS.

Colorado Geological Survey has reviewed the following:

Response to CGS Comments, Lots 1-49, Carriage Meadows South at Lorson Ranch, Filing No. 2 (Rocky Mountain Group [RMG] Job No. 172445, amended September 3, 2020),
Geology and Soils Study, Lots 1-49, Carriage Meadows South at Lorson Ranch, Filing No. 2 (RMG Job No. 172445, "Last Amended September 3, 2020"), and
Subsurface Soil Investigation, Lots 1-49, Carriage Meadows South at Lorson Ranch, Filing No. 2 (RMG Job No. 177446, August 24, 2020).

CGS is perplexed by RMG's statement (page 4 of the 9/3/2020 Response to CGS Comments), "...it is our opinion that additional analyses are not required at this time" when the requested additional characterization and analysis had apparently already been completed and is described in RMG's 8/24/2020 Subsurface Soil Investigation.

RMG's 8/24/2020 Subsurface Soil Investigation describes the results of additional characterization consisting of 26 borings and laboratory testing. The subgrade preparation recommendations on Figure 2, Lot Layout Plan, appear to be based on blow counts (a rough indicator of relative density), and possibly fines content. We are disappointed that only two dry density and swell-consolidation tests were performed, on samples of clayey soils. As we have discussed previously, hydrocompaction (reduction in volume in response to wetting) and compression of low density, silt and fine sand soils are concerns in this area of El Paso County. Thick columns of potentially hydrocompactive, compressible or collapsible soils can result in significant settlement and structural damage if not identified and mitigated. However, RMG's geotechnical recommendations appear to be valid.

The basis for RMG's statement (page 5 of the 8/24/2020 Subsurface Soil Investigation) that "expansive soils were encountered in three of the test borings" is unclear, since only two swell-consolidation tests were performed, and neither test indicated expansion in response to wetting. RMG may be referring to clayey but untested soils which are assumed to be expansive. If so, CGS would like to see RMG apply the same conservatism to potentially hydrocompative, compressible, and collapsible soils. CGS recommends that the county request clarification or correction regarding the expansive soils statement.

RMG's 9/3/2020 Geology and Soils Study contains two different logs for a Test Boring 1, only one of which is located on the Carriage Meadows South at Lorson Ranch Filing No. 2 site. The Test Boring 1 drilled on 5/6/2016 was not drilled on the subject site and the log should be deleted from the report.

CGS disagrees with the wording of general plat note 20 (sheet 2 of 5, Carriage Meadows South at Lorson Ranch Filing No. 2 final plat, M&S Civil Consultants, Inc., September 3, 2020). Specifically, the statement "The constraints listed are not considered hazards" is misleading with respect to radon. CGS suggests instead, "The constraints listed are not considered unusual for the Front Range Region of Colorado."

Regarding a request for approval of a final plat for Carriage Meadows South Fil. No. 2, Enumerations has the following comments:

1. Per Regional Building Code, section RBC312.8 addresses must appear on plats. Submit a 100 scale copy of the plat to our office for addressing. Place an (xxxx) on all lots and tracts which will require an address, in the location the address will be needed. Once addressing is completed, the addresses will be returned so that they may be placed on the mylar prior to recording.
2. When addresses are returned to the applicant by Enumerations, instructions for the proper placement of the addresses on the buildings will be included. These instructions need to be added as a plat note.
3. Prior to recording, Enumerations will review the mylar for addressing, title block, street names and floodplain statement. A fee of $10 per lot/tract addressed, payable to Pikes Peak Regional Building Department will be due at the time of mylar review.
4. Provide a copy of the final recorded plat to Enumerations. Approval of any plans submitted for this development will be pending receipt in our office of a copy of the final recorded.

General Plat Note 21 on sheet 2 of the Carriage Meadows South at Lorson Ranch Filing No. 2 final plat (M&S Civil Consultants, Inc., April 6, 2020) has errors, and should be corrected to state:

21. A "GEOLOGY AND SOILS STUDY, LOTS 1-50, CARRIAGE MEADOWS SOUTH AT LORSON RANCH FILING NO. 2, EL PASO COUNTY, COLORADO" WAS PREPARED BY THE ROCKY MOUNTAIN GROUP (RMG) ON OCTOBER 7, 2019 AND AMENDED ON DECEMBER 12, 2019. THIS REPORT IDENTIFIES THE FOLLOWING GEOLOGIC HAZARDS OR CONSTRAINTS: LOW STRENGTH, HYDROCOMPACTIVE, AND EXPANSIVE SOILS. THESE GEOLOGIC CONDITIONS ARE CONSIDERED RELATIVELY COMMON TO THE IMMEDIATE AREA AND MITIGATION CAN BE ACCOMPLISHED BY IMPLEMENTING COMMON ENGINEERING AND CONSTRUCTION PRACTICES.

CGS continues to recommend that the county require structure-specific geotechnical investigation, testing, characterization and analysis, to be submitted with the final plat application, for use in specifying subgrade preparation requirements (including, if necessary, overexcavation), and design of individual foundations, floor systems, subsurface drainage, pavements, etc. CGS recognizes that modifications may be needed based on grading and foundation excavation observations.
