The Transportation Memorandum appears to be complete, pending any concerns from CDOT or the City of Colorado Springs. Staff has revised the proposed conditions of approval in the attached comment letter, and also sent these to the other agencies for comment.

MVEA has no objection to the variance of use for this parcel. MVEA has existing facilities near and within this parcel of land. If there is any removal or relocation of facilities it will be at the expense of the applicant and a review of easements will be required. Please add the creek and the floodplain boundaries to the site plan submitted.

Also provide dimensions for the event parking areas to give us an idea of how large those are and how many cars can be accomodated. Additional detail will be required at time of site development plan which follows the variance of use process.

Label the location and approximate size of the soil treatment area (septic field) on the site plan so we know where it is located and can ensure no disturbance or compaction occurs in that area as described by the health department comments.

Recommendation - The well permit provides for "irrigation of not over one acre and use for the museum." We recommend that you reach out to the state to find out if adding business event center use to the property will prompt any revisions to the well permit. 12/13/2020 10:41:34 PM

Site Plan Exhibit -
Label the stream and the ponds shown on the aerial imagery.
Label the edges of the FEMA floodplain
A large portion of the site has potential for Preble's Jumping Mouse Habitat. Provide a clearance letter from the US Fish and Wildlife for next submittal.
Specify the number of cars that can be accommodated at each parking lot shown on the site plan exhibit.
Due to the floodplain it will be important to see the actual location on the site; therefore a scale drawing is required to ensure there is no encroachment.
If the new roadway entrance, trail parking,and overflow parking are proposed with the variance of use, they need to be shown on the site plan exhibit as well.
