The letter of intent still does not justify compliance with the El Paso County Policy Plan, Water Master Plan, and the Highway 94 small area plan. I have attached a sample letter from another project to show you what we are looking for - see specifically the sections discussing the master plans and notice how they cited specific goals and/or policies and then discussed how the project complies.
