No landscaping provided. Landscaping should ensure suitable buffering from adjacent single-family detached housing in Chaparral Hills. El Paso County LDC §6.2.2(D)(2) requires a 15-foot landscape buffer between single-family zoning district and multi-family use, with one tree for every 25 feet of common lot, parcel, or tract line, and a minimum of 1/3 of the trees being evergreen trees. Additionally, an opaque fence or wall with a minimum height of 6 feet is required between single-family zoning district and multi-family use per El Paso County LDC. 3/12/2020 10:53:52 AM

This property is located within the Tri-Lakes Comprehensive Plan area. This Plan is intended to be advisory and to enhance cooperative planning between El Paso County and the municipalities contained within the Comprehensive Plan area, which include the Town of Monument. The Tri-Lakes concept plan designates this property as suitable for “mixed use and/or non-residential” development due to the focus for commercial development along the I-25 and Baptist Rd interchange area. The property under review is not situated directly on Baptist Rd and the use for apartments may provide a good land use buffer between the single-family detached Chaparral Hills neighborhood and the commercial development along Baptist Rd. 3/12/2020 10:53:41 AM

Note that El Paso County does not have land use authority over property within the Town of Monument; however, it is recommended that the development follow these regulations for this site to ensure that proper measures are taken to ensure compatibility between the proposed use within the Town and the existing neighborhood and surrounding properties in the County. 3/12/2020 10:53:29 AM

1. A final drainage report was not submitted (only a preliminary in 2018). Please supply the drainage report for review to assure no downstream properties will be adversely impacted by this development. This report should address the capacity of the downstream system as the flow crosses under I-25, as well as how the flow gets to that culvert. If the existing pipe under I-25 does not have the capacity, please describe how this flow will impact the county lot TSN 7136002031. Please provide a drainage easement for TSN 7136002031 where your GEC plan shows a pipe to be installed on "others" property.
2. Construction documents for the improvements to Struthers Road were not in this plan set. Please provide drawings for the improvements needed to County infrastructure.
