Change in Water Use:

The original subdivision approval for Rolling Thunder allowed for 5 AF/year for Commercial Use and 3 AF/year for irrigation to be shared between all 14 lots in the subdivision. Divided out, that would allow approximately 0.714 AF/year for commercial use and 0.429 AF/year for irrigation for Lots 2 and 3.

The proposed water use specified in the commitment letter from Falcon Highlands estimates that 5 single family equivalents will be required for the commercial use with no allocation specified for irrigation. The Land Development Code indicates that 5 single family residences would require 1.3 AF/year which exceeds the original water allocation that was approved on the final plat in 2007.

This indicates a change in water supply so this plat amendment to vacate the interior lot line would not be exempt from the water supply standards specified in LDC Section 8.4.7. BoCC approval shall be required for a substantial change in water use and additional documents shall be required for next submittal.

Section 8.4.7(E) discusses substantial change in water supply and indicated that a substantial change in water supply requires compliance with Section 8.4.7. Triggers for substantial water supply that are listed that apply to this site include:

- a change in the subdivision which would result in an increase in the annual water demand exceeding 10%.

The proposed usage of 1.3 AF/year is approximately a 12.07% increase in water compared to the previous allocation combined for Lots 2-3.

Regarding a request for approval of a final plat for Rolling Thunder Business Park Fil. No. 2, Enumerations has the following comments:

1. With the combination of the 2 lots, the existing addresses will no longer be valid. The applicant should contact Enumerations to establish a new address to be placed on the plat.
2. Enumerations will review the mylar prior to recording for addressing, title block, street names and floodplain statement. An Enumerations fee of $10 will be due at the time of mylar review.
