For this re-submittal, the Colorado Geological Survey (CGS) reviewed updated letter of intent and sketch plan drawings. Our previous comments (9.24.20) remain relevant and are repeated here.
“The Colorado Geological Survey (CGS) has no objection to the planned commercial land uses. The site is not undermined, does not have steep slopes and the identified geologic conditions imposing hazards and constraints can be mitigated through avoidance and/or commonly employed engineering methods. The submitted report by Entech identifies geologic hazards and engineering constraints including artificial fill, loose soils, potentially expansive soils, seasonal shallow groundwater, standing water and floodplain areas. While the overall drainage conditions have been preliminarily addressed by Terra Nova, the potential for erosion exists at the site and will need to be addressed in future reports and plans and by site grading and other improvements.
Shallow groundwater in this area can pose significant constraints on any below grade development. Entech’s report indicates that shallow foundations are being considered for this location, thus minimizing impacts from shallow groundwater. Impacts to utility trenches and other deep excavations have been identified as potentially impacted by shallow groundwater. Specific recommendations for deep utility excavations for the impacts both from groundwater and unstable soils will need to be developed for the site. The issue of shallow groundwater should be considered when development plans are finalized as any plans for below grade construction may require groundwater monitoring to determine what types of drain systems may be required.
As indicated by Entech, additional geology and soils and foundation investigations will be required for any new construction considered for the site. These additional studies will be needed to investigate soil, bedrock and groundwater conditions, take soil samples and perform laboratory testing to develop foundation, utility, and pavement recommendations in areas to be developed. The additional studies will also need to address site-specific impacts from the identified geologic hazards.”

The sketch plan should be a revision to the overall sketch plan for Bennet Ranch (SKP99004). Because this proposal converts an area that was previously shown on the sketch plan as residential lots, you will need to update the sketch plan to show the revised density that is proposed. What you have provided is an enlargement of the small area proposed for change to commercial. It does not depict the approximate locations of access for the parcel or the proposed square footage of the commercial uses that are proposed.

An example of a more recent sketch plan to give you an idea of the level of detail we are looking for is SKP201.
