Review 1:
Drainage -
1. Provide a design point with flowrates at the ultimate discharge (Monument Creek and Baptist Road crossing). Discharge post development into the unincorporated El Paso County must remain at or below historic rate.

Traffic -
1. Access permit application must be submitted by the applicant to El Paso County Department of Public Works (DPW) on behalf of the Town of Monument for the proposed access at Forest Lakes Drive. Work-in-the-ROW permit will be required for improvements within the County Right-of-Way. Contact DPW at 719-520-6460.
2. Looking through the GIS, it appears Baptist Road changes to Forest Lakes Drive as it continues west of Hay Creek Road. Page 2 of the report incorrectly notes study intersection as "Baptist Road/Site Access Points". Verify and revise the street name throughout the report accordingly.
3. TIS noted on page 3 that Synthes Avenue (collector) will eventually connect to Forest Lakes across from a private drive west of Hay Creek Road (Collector). The proposed access point does not meet the minimum intersection spacing (660 feet) between the proposed access and Hay Creek Road and must be revised per the EPC engineering criteria.
4. In the 2040 background traffic (pg 6) it stated "A portion of the existing traffic volumes on Mitchell Road was assumed to be rerouted." Revise the narrative to quantify how much volume was rerouted (i.e. what was the percent of existing traffic assumed to be rerouted).
5. Concrete sidewalk along Forest Lakes Drive frontage must be installed by the development.
6. Was the school area accounted for in the analysis? The narrative for background traffic does not mention the school. Update the report.

Prelim / Final PD Site Plan -
1. Add a general note stating "There shall be no direct lot access to Forest Lakes Drive.
