Site Development Plan
- The El Paso County Assessor indicates the property owner as Falcon School District 49. Please revise the site data table.
- The El Paso County Assessor indicates the legal description of the parcel as " TR H CLAREMONT RANCH FIL NO 4" please revise.
- Parking Calculations - please show these on the site plan so we can see how you calculated the required amount.
- Please list the number of HC parking spaces.
-Please list the number of bike parking spaces that are provided (the rack detail shows different lengths available to park differing numbers of bikes. We need to know how many spaces are provided and the actual rack length specified to accommodate those bike parking spaces.
- Detail for trash enclosure should show the gates as well.
- label the height and material of the fences and provide details for each (the fence beside the school building and also the fence beside the stormwater pond (This should also be shown on the site plan.)
Repeat comments:
- The elevations show an overhang in the front of the building. Show the location of that overhang and the supports.
- No more than 15 parking spaces in a row without a parking lot island. LDC Section 6.2.2.(C)(2).
- Label the accessible path of travel from the parking area to the building entrance (dotted line is fine). it might be easier to see this if you reduce the hatch for the sidewalk to a lighter grey so you can see things on top of it.

Landscape Plan - The Land Development Code requires many types of landscaping including roadway landscaping, Internal landscaping, parking lot landscaping, and required buffer and screen areas (See Section 6 of the Land Development Code for descriptions of these various types of landscaping).

The Planning Director reviewed a draft drawing showing landscaping in December and made the following comment:
"I am generally onboard with minimizing the landscape plantings as depicted on your draft plan. There is no need to screen (either vegetative or fencing) along the western boundary. Please include screening along the southern boundary, adjacent to the detention pond, that would minimize the visual and lighting impacts of the parking and pickup/drop off area. This can include berms, plantings, or other non-vegetative landscaping features. This will help ensure greater use to use compatibility."

Please provide screening as described above and, for the required landscaping that is not being provided otherwise, please provide an alternative request as described in LDC Section 6.2.2.(A)(4). I think the Planning Director is on board with an alternative but we need the documentation. Please upload as an "additional Document"

Road Impact Fees - The Road impact fees can be paid in full or through a mil levy. A mil levy would likely end up costing more than paying in full due to payment over time. If you wish to pay the road impact fees through mil levy a public improvement district would have to be established. Site Plan -
- The document uploaded as site development plan actually appears to be a construction document set. The Site development Plan document is more typical of page C-2.0 of the set and may include extra sheets for site details such as bike racks, HC accessible parking detail and signage, retaining wall, fence details, and/or other site plan elements.

-Provide a site data table that includes all of the project data on the site plan sheet. Parking Counts and all other applicable data should also be in it. Ensure parking meets the requirements for a school (LDC Table 6-2) and that the appropriate number of accessible spaces are provided including van accessible (LDC Section 6.2.5(D)(1)(b).

1. Please submit the Detention Maintenance Agreement in Word for ease of editing.

2. This application is subject to the El Paso County Road Impact Fee Program. The Impact Fee will be due in full at the time of Site Development Plan approval unless the school enters into a written agreement with the Board of County Commissioners for an alternative payment arrangement, e.g. payment over a period of time. The current fee for schools, as a Public/Institutional use, is $3,372 per 1,000 square feet of Gross Floor Area, as that term is defined in the Fee Program. The estimated Impact Fee based upon the 42,374 square feet noted on the Site Development Plan is $142,885.13. Please work with the EPC Project Manager to determine the amount and method of payment of the Impact Fee. The Fee Program Implementation Document has been attached for your reference.
