NEPCO believes that its review of Dec 2020 is still valid and relevant to this application. In addition, we add the following two comments:
1. We note that the developer has now committed to restricting a number of lots in Cloverleaf to ranch plans as a way to assuage nearby neighbors’ views. We applaud this effort, but recommend instead that a building height limit be established to enforce this compromise. The maximum height for a building in RS-5000 zoning is 30 feet; and depending upon the slopes and elevation in these lots, a ranch plan (especially with a walk-out) could be just as tall as a two-story. Finally, any “commitment” should be memorialized in the plat or as a condition of approval by the BoCC.
2. In order for community organizations (and the public) to meaningfully review land use applications, it is imperative that EPC require the use of tracked changes by developers or that EPC mandate that changes made by developers be flagged or highlighted. A number of allegedly “new” documents in this application on EDARP appeared to have no changes.

Entech Engineering's Soil, Geology and Geologic Hazard Study, Cloverleaf Development, El Paso County, Colorado (Entech Engineering Job No. 200100, revised November 9, 2020) has been revised, but General Note 1 on sheet 1 of the Cloverleaf Subdivision Preliminary Plan (NES, 11/06/2020) refers to the August 21, 2020 Entech report date.

CGS provided comments on 10.5.2020 that remain valid and are repeated here:

The shaded areas on Entech's Figure 3A, Preliminary Grading Plan, are not identified. If these are intended to indicate cut and fill areas, the shaded areas are inconsistent with the cut and fill areas delineated on sheets 4 through 6, Grading and Erosion Control Plans (JR Engineering, 9/9/2020) of the Pre-Development Grading and Erosion Control Plans.

Groundwater was observed at relatively shallow depths of approximately 12.5 to 13.5 feet below the ground surface in three of Entech's borings (TB-1, TB-3, and TB-5). The grading plans indicate that these borings are located in proposed fill or minimal grade change areas. Entech's recommendation for subsurface foundation perimeter drains (page 11) is valid, but should apply to all homes with below-grade space (basements and crawl spaces), not just homes constructed within Entech's mapped potentially seasonal and seasonal shallow groundwater areas. As noted on Entech's Figure 8, subsurface drainage systems should discharge to a gravity outlet that discharges water as far as possible away from all structures. If lot topography does not allow for a gravity outfall, drains should discharge to an interior pumped sump.

The wetlands/seasonal shallow groundwater area mapped by Entech in the south-central portion of the site impacts proposed lots 15, 16, 31-34, 59-61, and 91-94. This area may require additional overexcavation and/or stabilization prior to fill placement, and/or subsurface drainage as discussed by Entech (pages 10-11).

Repeat Comment: The natural features report shows a field identified wetland that was also specified on the National Wetlands Inventory. The Code requires that applicants coordinate with the US Army Corps of Engineers (USACOE) prior to submission of a development application when wetlands are present on the property so that USACOE input can be reflected in the design of the project. Please provide documentation of that coordination for next submittal.

Additionally the Code, the Policy Plan, and all of our small area plans require preservation of natural features. See Specifically LDC Section 8.4.1(G) which specifies that lots, blocks, and ROW provide desirable settings for structures making use of natural features, unique or distinctive topographic features including but not limited to wetland areas. The current configuration shows lots and roadway where the wetland area was field located and also exists on the National Wetlands Inventory.

The Cloverleaf site (39.0819, -104.8476) does not contain any geologic hazards or unusual geotechnical constraints that would preclude the proposed residential use and density. The available referral documents include a Soil, Geology and Geologic Hazard Study, Cloverleaf Development, Monument, El Paso County, Colorado (Entech Engineering Job No. 200100, April 7, 2020).

Entech's report contains two Figures 6, Engineering Geology Map, and there are subtle differences between the two. Entech should determine which one is correct and issue a revised report with only one Engineering Geology Map. General Note 1 on Sheet 1 of the Cloverleaf Subdivision Preliminary Plans should be revised to reference any updated or corrected report.

Entech states (Collapsible Soils section, page 11), "Areas of loose or potentially collapsible soils were encountered in some of the test borings drilled on-site. Should loose or collapsible soils be encountered beneath foundations, removal and recompaction with thorough moisture conditioning at 95 percent of its maximum Modified Proctor Dry Density, ASTM 0-1557 will be necessary. Typically, the overexcavation extends to a depth of 2 to 3 feet. Specific recommendations should be made after additional investigation of each building site." Overexcavation, where necessary, should extend to a depth of at least 2 to 3 feet *beneath foundation bearing elevations*. Entech should check, and if necessary, revise this section.

The Preliminary Grading Plans (Sheets 3-5 of the preliminary plans, JR Engineering, May 21, 2020) are cluttered with utility lines, so are difficult to read.

Regarding a request for approval of a preliminary plan for Cloverleaf Subdivision, Enumerations has the following comments:

1. Per Regional Building Code, section RBC312.8 addresses must appear on plats. Submit a 100 scale copy of the plat to our office for addressing. Place an (xxxx) on all lots and tracts which will require an address, in the location the address will be needed. Once addressing is completed, the addresses will be returned so that they may be placed on the mylar prior to recording.
2. Prior to recording, Enumerations will review the mylar for addressing, title block, street names and floodplain statement. A fee of $10 per lot/tract addressed, payable to Pikes Peak Regional Building Department will be due at the time of mylar review.
3. Provide a copy of the final recorded plat to Enumerations. Approval of any plans submitted for this development will be pending receipt in our office of a copy of the final recorded plat.
