NEPCO believes that its review of Dec 2020 is still valid and relevant to this application. We have re-attached the review here since it appears to be missing from the agency review comments for the rezone. In addition, we add the following two comments:
1. We note that the developer has now committed to restricting a number of lots in Cloverleaf to ranch plans as a way to assuage nearby neighbors’ views. We applaud this effort, but recommend instead that a building height limit be established to enforce this compromise. The maximum height for a building in RS-5000 zoning is 30 feet; and depending upon the slopes and elevation in these lots, a ranch plan (especially with a walk-out) could be just as tall as a two-story. Finally, any “commitment” should be memorialized in the plat or as a condition of approval by the BoCC.
2. In order for community organizations (and the public) to meaningfully review land use applications, it is imperative that EPC require the use of tracked changes by developers or that EPC mandate that changes made by developers be flagged or highlighted. A number of allegedly “new” documents in this application on EDARP appeared to have no changes.

I had thought there might be an opportunity to add something regarding the outcome of the neighborhood meeting into the letter of intent to document efforts made to accommodate neighboring residents. The boundary descriptors on the zoning map are so very small that they are nearly impossible to read. Please zoom to 100% and review the size for legibility. Please update parcel numbers per new Assessor's records. Bluebeam does not allow us to use the + button to open that field and see all the parcels listed on the application. Please insert those into the application as additional text.

Please verify parcel size. Inserting the parcels shown on the assessor's the acreage is larger than that reflected on the application.

Parcel 7123103007 reflects ownership by Walters Family Trust rather than PT Cloverleaf, LLC. Please provide an additional application page with the property owner's info and signature for next submittal.

Check the box to indicate waivers are requested with this application.

Remove check box for prelim plan. These projects include different parcels. The rezoning application and rezoning LOI should only reference the parcels to be rezoned shown on the zoning map.
