As stated in our previous review (7.16.21), the Warner Minor Subdivision (39.084°, -104.638°), is in an area that does not contain any geologic hazards or unusual geotechnical constraints that preclude the development of the proposed 4-lot residential subdivision. New documents available for our review include a Soils and Geology Report (Groundwater Investigations, 10.15.21). This report indicates that site-specific investigations will be required prior to construction both for foundation and septic design. Provided all the recommendations from Groundwater Investigations and RMG (10.15.20) are strictly adhered to CGS has no objection to the planned development of these lots.

The available referral documents include a Soils and Geology Report (Groundwater Investigations, April 16, 2021) and Wastewater Study (RMG Engineering, October 15, 2020). The Warner Minor Subdivision (39.084°, -104.638°), is in an area that typically does not contain any geologic hazards or unusual geotechnical constraints that would be expected to preclude the proposed 4-lot residential subdivision. However, the geologic conditions will impose some constraints to the development of these lots. While there is some good information in Groundwater Investigations report about some of the site geology and a reference to the geologic hazards identified in the El Paso County Land Development Code, we recommend that prior to approval of the Plat, the report be expanded to meet the criteria required for a soils and geology report in El Paso County. This criterion is found in both the Land Development Code and accompanying Engineering Criteria Manual. We recommend these documents be provided to the applicant’s consultant.

For instance, a site-specific geologic map, prepared by the consultant at an appropriate large scale is required with the submittal. The map should depict geologic constraints such as natural drainages, areas with soil creep or erosion, shallow very hard bedrock, shallow and fluctuating groundwater, pockets of alluvium or colluvium, etc., The report should describe and provide recommendations for mitigation of the identified geologic hazards and constraints. This is necessary to provide guidance for suitable home building sites within each lot, help determine if below grade or basement areas are feasible, if perimeter drains will be required, etc. We recommend the county provide examples of such maps and reports if necessary to the applicant’s consultant.

The plat should note that lot-specific soils and foundation investigations will be needed once home sites are identified. The investigations will need to consist of drilling, sampling, lab testing and analysis to: characterize soil and bedrock engineering properties such as density, strength, water content, swell/consolidation potential and bearing capacity; determine depths to groundwater, bedrock, and any impermeable layers that might lead to development of a perched water condition; verify the feasibility of full-depth basements, if planned; and provide earthwork, foundation, floor system, subsurface drainage, and pavement recommendations for design purposes. It is also imperative that grading, surface drainage, and subsurface drainage are correctly designed, constructed, and maintained especially if expansive soil and bedrock are located at foundation levels and if the homes are in or near drainage swales.

The Colorado State Forest Service recommends that all forested acres be mitigated to reduce the risk of wildfire and that defensible space be created for each dwelling using the standards in the CSFS "Home Ignition Zone Guide" (formerly known as "Quick Guide FIRE 2012-1: Protecting Your Home From Wildfire") located on the Colorado State Forest Service website. Please note that the HIZ Guide referred to here replaces the “Protecting Your Home from Wildfire: Creating Wildfire-Defensible Zones” document referred to in the Wildland Fire & Hazard Mitigation Plan submitted by the applicant and is now the CSFS standard.
