Cherokee Metropolitan District has two 8" PVC lines that run perpendicular to the proposed trail. One line is located between station 50 to 53+00; the second is between station 90 to 93+00. They are approximately six to eight feet deep. Based on General notes, the subsurface of 8" and concrete thickness of 5" should not get close to the existing sanitary lines during construction. See attached image and mark on construction drawings their locations. Land contouring should be avoided at these sewer line crossings |

CHFD has had no discussion with Kiowa Engineering Corporations on the previous comments provided on 8/20/2024 in regard to their way forward with the safety measures proposed with the pedestrian refuge island plan on pages C113 & P11 that will meet the needs of the Cimarron Hills Community in the future. Project Review Comments: Cimarron Hills Fire Department (CHFD) has reviewed the plans submitted by Kiowa Engineering Corporation for the construction of the segment of the Rock Island Trail which lies within El Paso County. The trail intersects Peterson Road where a pedestrian midblock crossing is proposed. CHFD agrees with Kiowa Engineering Corporation’s assessment to construct a pedestrian refuge island understanding nearly 74 percent pedestrian roadway fatalities occur at uncontrolled crossing locations like the four travel lanes on Peterson Road with a posted legal speed limit of 35 mph. Additional Safety Measures to Discuss: • Safe Transport for Every Pedestrian (STEP) https://www.fhwa.dot.gov/innovation/everydaycounts/edc_4/step.cfm • Crosswalk visibility enhancements, such as crosswalk lighting, signing, and marking, help drivers detect pedestrians. • Illuminate or highlight the pedestrian refuge island with streetlights, signs, or reflectors to enhance visibility for motorists. • Pedestrian hybrid beacons (PHB) provide pedestrian-activated stop control in areas where pedestrian volumes are not high enough to warrant a traffic signal. • Manual on Uniform Traffic Control Devices (MUTCD) provides information on the application of PHBs. The site location is not located in or on any wilderness area, wildlife preserve, or designated critical habitat. The site location does not sustain any species of plant or animal life that is designated or proposed as threatened or endangered.
