Additional landscape is required within the south westerly tract to serve as a visual buffer from the urban lots within the City of Fountain per the BOCC hearing. Please depict evergreen clusters that are strategically placed and provide sizes and types on the landscape plan sheet to meet the condition. Rule 12(J): Whenever a Stream Alteration activity is known or suspected to increase or decrease the established Base Flood Elevation in excess of 0.3 vertical feet (or a more stringent standard adopted by the local government authority), a Letter of Map Revision showing such changes shall be obtained in order to accurately reflect the proposed changes on FEMA’s regulatory floodplain map for the stream reach. The local community is responsible for ensuring that this process is pursued. This section herein does not require a Conditional Letter of Map Revision (CLOMR) to be applied for, unless mandated by the local government having land use authority.

RMG's Geology and Soils Study, Creekside South at Lorson Ranch (February 27, 2020) contains appropriate preliminary recommendations for mitigating the site's moisture-sensitive (low strength, expansive, compressible, and hydrocompactive) soils and other geologic constraints. Provided RMG's recommendations are adhered to, and additional geotechnical investigation, testing and analysis are conducted for use in design of subgrade preparation, individual foundations, floor systems, subsurface drainage, etc., CGS has no objection to approval of the Creekside South at Lorson Ranch combined PUD and preliminary plan as proposed.

The "Soils & Geology Conditions, Constraints, & Hazards Note on sheet 1 of the PUD Developemnt and Preliminary Plan (Kimley Horn, February 10, 2020) correctly references RMG's 2/27/2020 report and geologic constraints. However, it is not clear why the note also references a "Geologic and Soils Study' prepared by RMG dated, November 7, 2019, in file Carriage Meadows South at Lorson Ranch Filing No. 2..." CGS has no record of a Carriage Meadows South report by RMG with this date, and RMG's 2/27/2020 Creekside South report probably takes precedence. CGS recommends that the county require the applicant to check and, if necessary, correct this note.

Regarding a request for approval of a PUD development plan for Creekside South at Lorson Ranch, Enumerations has the following comments:

1. The street name of Luna was not accepted and so a new street name needs to be submitted for approval and Luna needs to be replaced on the plan.
2. Per Regional Building Code, section RBC312.8 addresses must appear on plats. Submit a 100 scale copy of the plat to our office for addressing. Place an (xxxx) on all lots and tracts which will require an address, in the location the address will be needed. Once addressing is completed, the addresses will be returned so that they may be placed on the mylar prior to recording. For the larger lots along the southern edge of the this proposal, please place the (XXXX) at the approximate expected location of the driveway access in order to ensure accurate address assignment.
3. Prior to recording, Enumerations will review the mylar for addressing, title block, street names and floodplain statement. A fee of $10 per lot/tract addressed, payable to Pikes Peak Regional Building Department will be due at the time of mylar review.
4. Provide a copy of the final recorded plat to Enumerations. Approval of any plans submitted for this development will be pending receipt in our office of a copy of the final recorded plat.
