County Attorney's Office is unable to provide a review of water sufficiency based on the application as submitted. Applicant will either need to move forward with a prelim plan for 348 lots and a finding of insufficiency of water and either get all of their water lined up for a final plat of 348 or they need to reduce their final plat to 234 lots and get the sufficiency finding at final plat or they need to reduce their prelim plan and final plat to 234 and get the sufficiency at prelim and do the rest in a second phase. We will also provide Fire, Rescue, and Medical Emergency Response to this Apartment/Residential facility. I have reviewed the initial water supply components as well as access. Attached you will find our new Contractors Guide/Checklist that is a basic review of our requirements from plan review to fire final. Please refer to access roads, fire lanes, and Fire Apparatus info while considering the access and roads. CGS concurs with CTL that the site does not include geologic hazards that would preclude the planned development. In addition to the geologic hazards identified by CTL consolidation or collapse of loose alluvial sands may occur at this site. This is demonstrated by blow-counts less than 10 shown on logs TH-2 and 4. During site-specific soils and foundation investigations CGS recommends that loose sands encountered be tested for consolidation potential.
Provided CTL’s recommendations are strictly adhered to, CGS has no objection to approval of the Preliminary Plan. Specifically, their recommendations for surface drainage and irrigation and their recommendations that the Civil Engineer consider channel improvements including energy dissipation structure when preparing development design plans.

Regarding a request for approval of a preliminary plan for Solace of Colorado Springs, Enumerations has the following comments:

1. All of the apartment buildings and other structures will be addressed from the internal named streets. Once street names have been approved, submit a copy of this development to Enumerations for addressing. Please make sure to include the locations of secondary structures which will require building permits and addresses such as carports, detached garages, gazebos, etc. in order to ensure consistent addressing throughout.
2. Per Regional Building Code, section RBC312.8 addresses must appear on plats. Submit a 100 scale copy of the plat to our office for addressing. Place an (xxxx) on all lots and tracts which will require an address, in the location the address will be needed. Once addressing is completed, the addresses will be returned so that they may be placed on the mylar prior to recording. Only the addresses for the apartment buildings will need to be shown on the plat. The addresses shown should include the street name they are addressed from.
3. Prior to recording, Enumerations will review the mylar for addressing, title block, street names and floodplain statement. A fee of $10 per lot/tract addressed, payable to Pikes Peak Regional Building Department will be due at the time of mylar review.
4. Provide a copy of the final recorded plat to Enumerations. Approval of any plans submitted for this development will be pending receipt in our office of a copy of the final recorded plat.
5. Any building plans submitted for this development need to include secondary addressing for the apartment units which follows the RBD secondary addressing guidelines available on our website.

FEMA approved base flood elevation data and 100-year floodplain boundaries shall be provided and shown on plats
for subdivision proposals and other proposed developments that contain at least fifty lots or five (5) acres, whichever is less; All buildable lots less than two and one half (2½) acres in size are required to be located entirely outside of the 100-year floodplain. Lands within the 100-year floodplain shall be established in a tract, and require that the owner maintain the tract. Buildable lots two and one half (2½) acres and larger, are required to have the 100-year floodplain contained in a drainage easement dedicated by plat in the name of the governing body with the restrictions of “No Build” and “No Storage of any Materials”; and If subdivision proposals are located within three hundred (300) feet of a Zone A floodplain, FEMA approved base flood elevations and boundaries are required to be determined and shown on the plat, or provide a Floodplain Certification Letter by a professional engineer or architect licensed by the state of Colorado, stating that “Based on field verified characteristics of the property, the property is reasonably safe from flooding and to the best of the engineer’s knowledge if the 100-year floodplain were studied it would not enter the property in question”.
