Because the estimated annual water demand is 0.1 AF/dwelling unit, which is half the presumptive use value of .2 AF/unit established in the Land Development Code, applicant must provide specific information to support its estimate. Please revise the section of the Water Resources Report related to Calculation of Water Demand to include relevant data supporting the estimate, including the annual water demand of the building for each of the last 5 years, the occupancy rates of the building for each of those last 5 years, the period of time for which this building has been used as apartments rather than a motel or extended stay motel, and any other information the applicant wishes the County to consider, such as types of units in the building. Referral documents included Geology and Soils Report, 6895 Space Village Drive (RMG, 8/20/20). RMG drilled two borings in the property to characterize subsurface conditions. A purpose of the work was to provide the basis for the conclusions presented in In the Letter of Intent (Kimley»Horn, 8/6/2020) for the following requirement:
• All areas of the proposed subdivision which may involve soil or topographical conditions presenting hazards or requiring special precautions have been identified and that the proposed subdivision is compatible with such conditions [C.R.S. § 30-28-133(6)(c)];
The Letter of intent goes on to conclude:
“No area within the subdivision involves soils or other geologic hazards which would require additional mitigation or impact the continued use of the property as proposed. A soils and geology report was prepared for the developed site to demonstrate compliance with statutory requirements regarding soils analysis and identification of potential hazards. No existing conditions have been identified from the current reporting which would negatively impact or preclude the continued use of the site as a multifamily apartment building.”
1. RMG states (p. 6, section 5.0) that laboratory tests included dry density, and one Swell/Consolidation test, but no dry density or Swell/Consolidation results are reported. This matters because the primary geologic hazard at this site is loose, low density, potentially compressible, collapsible, or hydrocompactive soils, and dry density is typically inversely correlated with collapse susceptibility. Loose, low blow count, relatively dry soils are described in Test Boring 2 between 4 and 5 feet. Swell-consolidation tests can help identify the amount of consolidation.
2. RMG states (page 6, section 6.1) that, “The materials were identified and classified as sand with various amounts of silt (SP-SM and SW-SM). The silty sand consists of wind-blown deposits of eolian soils…” Wind-blown eolian sands are deposits frequently associated with collapsible soils. Loose, low density soils can lose strength, consolidate, compress, or collapse under a structural load and/or when water infiltrates the deposits. Compressible or collapsible soils, such as appear to be present on this site, can result in significant settlement and structural damage if not identified and mitigated.
3. RMG states (page 7, section 6.4) that, “The site generally consists of silty to clayey sand (alluvium). One geologic unit was mapped at the site as:
• Qes1 – Younger eolian sand.”
The report should be corrected to discuss the eolian sand at the site.

In the absence of swell-consolidation or, at a minimum, dry density testing, the site’s collapse potential cannot be determined. RMG has therefore not satisfactorily characterized the consolidation/hydrocompaction potential on this site and the conclusions in the Letter of Intent about the soils at the property are not correct.
If the county is requiring a report “to demonstrate compliance with statutory requirements regarding soils analysis and identification of potential hazards.” as a condition of approval for the Plat, then CGS recommends that the county require additional analysis to both identify and more accurately characterize consolidation/hydrocompaction potential within this property and, if necessary, specific mitigation recommendations.

1. With the conversion from motel to apartments the unit numbering will need to change. Follow the secondary addressing guide on our website for the Residential Secondary addressing. Submit this to Enumerations prior to plan submittal to Regional Building Department to not delay the approval in the Enumerations dept. 2. Standard final plat comments still apply, but with RBD being closed, there are a few new changes to Enumerations review of the Mylar. Please, send a pdf of the final plat document (intended plat of record) to the Enumerations reviewer that reviewed the project. We will then check the mylar for the normal things we look at on a plat, address, street names, title block and floodplain statement. Then we will stamp off on that document with an RBD check stamp, if all is accurate. This will be our copy of record that we plan to see once the document is recorded, minus a few signatures on the main sheet. The addressing fee for this single lot will be $10.00.
