The SIA is being revised by the PCD Director based on a meeting with the applicant and staff on April 2, 2020. The SIA shall be completed prior to the BoCC hearing. Please note the offsite intersection improvement construction drawing plan set for Bent Grass Meadows Drive and Meridian Road are to be submitted and to have received approval by engineering prior to the BoCC hearing unless otherwise altered in the SIA. Colorado Geological Survey has reviewed RMG's Subsurface Soil Investigation, Lots 1-178, Bent Grass Residential, Filing No. 2 (January 21, 2020). It is not clear that RMG's delineation of overexcavation and shallow groundwater areas takes into account the proposed grading.

For example, a brief review of the grading plans (Galloway, stamped February 10, 2020) indicates that at least one significant cut, approximately seven feet in the vicinity of proposed Lot 122-A, is planned. Groundwater was observed at 14 feet below the ground surface on this lot; proposed grading will bring the ground surface down to within seven feet of RMG's observed water level. Groundwater was observed at shallow depths of less than ten feet below the ground surface on additional lots where cuts are planned. Full-depth basements may not be feasible on all lots, particularly within the northern portion of Filing 2.

RMG's page 6 text and Figure 2A are contradictory regarding basement feasibility on proposed Lots 118-120. Basement feasibility should be evaluated on all lots based on RMG's observed water levels and planned grading.

The ground surface elevation at time of drilling, and planned final grade elevation at the boring location, should be indicated on each boring log.

CGS recommends that the county require verification that RMG's analysis, and lot-specific overexcavation and subsurface drainage recommendations are based on the final grading plans, or RMG's recommendations should be modified to account for final grading.

The Bent Grass Filing No. 2 site (177 or 181 SF lots on 50.8 acres) is not exposed to any geologic hazards or unusual geotechnical constraints that would preclude the proposed residential use and density. RMG's Preliminary Subsurface Soil Investigation, Bent Grass Meadows Filing No. 2 (May 15, 2019) contains a valid characterization of subsurface conditions based on the results of 14 borings, and makes appropriate preliminary geotechnical recommendations. CGS agrees that, if basements are proposed, overexcavation will be necessary in some areas to provide a separation distance of at least three feet between claystone bedrock and base of foundations and floor slabs. Request the contractor submit new proposed street names for those "Not Approved".
Additionally request that the contractor submit a word document with all requested street names. This is in addition to showing their location on the plat map. This will help to ensure that no street names are missed during the approval process.
