Colorado Geological Survey understands the applicant, Ellicott Sand and Gravel LLC, proposes a sand and gravel extraction operation on approximately 733 acres with physical address 1550/1555 S. Baggett Rd., Calhan (38.8, -104.355).

The site is not undermined, and no geologic hazards are known or suspected to be present that would preclude the proposed sand and gravel extraction operation.

The Colorado Division of Reclamation, Mining, and Safety (DRMS) approved mining permit M-2018-063 Schubert Ranch Sand Resource on 11/6/2019, but the permit has not yet been issued (pending reclamation bond.) The only condition of DRMS permit approval was, "Conditions of Approval: No mining is allowed within 200 feet of any structure until the required geotechnical stability exhibit is submitted via a technical revision … and approved by the DRMS.”

Provided the pit is operated and reclaimed in accordance with mining and reclamation plans approved by DRMS, CGS has no objection to approval of AL2014.

We have received comments from the Department of Public Works. Please see below:

"After discussion with the County Engineer, this proposed development will cause the traffic to increase to a total ADT of over 200 for both Baggett Road and Sanborn Road. This increase is specifically due to the projected traffic increase from the proposed project. The County will require that these roadways be paved to El Paso County standards per Section 2.2.7.B.2 of the Engineering Criteria Manual. An excerpt is provided below."

ECM 2.2.7.B.2:
Existing Roads. Existing roadways shall be paved where:

• Any development causes an existing gravel road to exceed a projected ADT of 200 (Note: the extent of paving will be determined by the ECM Administrator based on the Transportation Impact Study [Section 2.2.3]).

• In accordance with the terms and conditions of BoCC Resolution 07-495 regarding the Resident Participation Program.

No Comments on Wetland Memo. However, no other information was assessed in the wildlife habitat memo. Agree that a new Raptor / and raptor nest survey should be completed in the mine area prior to opening, with potential coordination with CPW.
How will dust be controlled on the mine?
Understand buffer of Black Squirrel creek, are there other concerns from heavy surface flows from entering the mine during large rain events?
The Site map encompasses Black Squirrel Creek as part of the mine. How will the creek avoidance area (175feet) be avoided if the creek passes through entire mine area?

Please provide as needed any on hazardous materials lists including fuel storage throughout the duration of the project. Access will need to be provided to the fire department for after hour emergency response. Occasional site specific training will need to be provided to the fire department. Example site visit.

Previous Comment August 2020:
I review this with the El Paso County. I requested list of possible Hazardous Materials list. This would be at time of building permit or installation. What you provide regarding the diesel fuel and lubrication rack is adequate at this time. The only other request was to provide after hours access such a a key or combination lock. The other request was for occasional site visits to train or staff. No Cistern will be required from us unless you plan on building a building larger than your scale house. The county not us requires a wildland fire mitigation assessment. Which is listed as LOW for our entire district. We approve our portion of your purposed project.

Additional Comments November 2020:
Most of the previous comments were addressed in the letter to the Fire Chief. If fuel (or other flammable liquids) storage over 660 gallons is brought on site a site plan and permit from the Fire Department will be required. Nothing further required for HAZMAT at this time. After Hours Emergency Access is requested. Site Visit Training every other year is requested. No Cistern Required at this time, the single potable building, will not require a fire protection water supply at this time, The Ellicott Fire Department has no objections to this project pending payment of fees.
