Regarding a request for approval of a final plat for Carriage Meadows South Filing No. 2, Enumerations has the following comments:

1. The street names shown on this plat have not been corrected. The approved street names still show the incorrect suffixes, and the disapproved street name of Tolt is still shown.
2. Note number 4 in the Streets, Parking, and Sidewalks section is incorrect. When this area is addressed after the approval of the development plan, Enumerations will provide specific instructions on the placement of addressing on the buildings and the wording of the plat note designating their placement.

The suffix of "TRAIL" is not an approved for private roads. The suffix should be changed to either View, Grove or Point.

"TOLT" was not approved as it had already been reserved for a project in Black Forest.

Request the contractor submit new proposed names for those listed as not acceptable.

Colorado Geological Survey has reviewed RMG's Amended 12/12/2019 Geology and Soils Study, Lots 1-50, Carriage Meadows South at Lorson Ranch, Filing No. 2.

As discussed previously, loose, low blow count, relatively dry soils are described from the ground surface to the drilled depth of 29 feet in RMG's previously drilled boring TB-2, located in the southern portion of proposed Filing 2, and from 6 to 12 feet in test boring TB-1 drilled on 8/29/2019. No density or swell-consolidation tests were performed on samples from either of the two borings located within proposed Filing 2.

CGS recommends that the county require lot- or structure-specific geotechnical investigation, testing, characterization and analysis, to be submitted with the final plat application, for use in specifying subgrade preparation requirements (including, if necessary, overexcavation), and design of individual foundations, floor systems, subsurface drainage, pavements, etc. CGS recognizes that modifications may be needed based on grading and foundation excavation observations.

Colorado Geological Survey has reviewed RMG's 10/7/2019 Geology and Soils Study, Lots 1-50, Carriage Meadows South at Lorson Ranch, Filing No. 2. RMG drilled one additional boring in the northern portion of proposed Filing 2 to more accurately characterize subsurface conditions based on the current multi-family development plans. We have several comments:

1. RMG's description of the project location (page 4, section 1.1) is incorrect.

2. RMG's description of access (page 4, section 1.2) is inconsistent with the current plans.

3. RMG states (page 7, section 5.0) that laboratory tests included dry density, but no dry density test results are reported. This matters because CGS's primary concern on this site is loose, low density, potentially compressible, collapsible, or hydrocompactive soils, and dry density is typically inversely correlated with collapse susceptibility. Loose, low blow count, relatively dry soils are described from the ground surface to the drilled depth of 29 feet in RMG's previously drilled boring TB-2, located in the southern portion of proposed Filing 2, and from 6 to 12 feet in test boring TB-1 drilled on 8/29/2019 (not to be confused with Carriage Meadows South boring TB-1 drilled on 5/6/2016 a few hundred feet to the west).

4. RMG states (page 12, section 8.2) that "the silty to clayey sand generally possesses low to moderate hydrocompactive potential and the sandy clay generally possesses low hydrocompactive potential," and (page 16, section 12.1), "Based upon the field exploration and laboratory testing for this development and surrounding developments, subexcavation and replacement is not anticipated." The basis for these assessments is not known, since no density or swell-consolidation tests were performed on samples from either of the two borings located within proposed Filing 2.

Loose, low density soils can lose strength, consolidate, compress, or collapse under a structural load and/or when water infiltrates the deposits. Thick columns of compressible or collapsible soils, such as appear to be present on this site, can result in significant settlement and structural damage if not identified and mitigated.

In the absence of swell-consolidation or, at a minimum, dry density testing, the site's collapse potential cannot be determined. RMG has therefore not satisfactorily characterized the consolidation/hydrocompaction potential on this site.

CGS recommends that the county require additional analysis to more accurately characterize consolidation/hydrocompaction potential within Filing 2 and, if necessary, specific mitigation recommendations. If overexcavation is proposed, the consultant should specify depth of overexcavation beneath foundation bearing elevations and slabs, and lateral extent beyond the foundation footprint, to reduce differential settlement to acceptable tolerances (typically less than one inch).

As noted by the Enumeration Department the use of the "Trail" suffix is not one normally designated for private roads.
Please correct the plats to reflect the street suffixes to be either Grove, Heights, Point, or View, these are reserved for private streets.
Note: "TOLT TRAIL" was not approved in the original submittal as the street name has been previously reserved for use in a Black Forest development project as TOLT DRIVE.

Request the contractor submit a new proposed name.

CGS recommends that the county require a site-specific geotechnical investigation and analysis to more accurately characterize subsurface conditions based on the current multi-family development plans. 2. Submit a copy of this development to Enumerations for addressing. These lots appear to be rear loaded. Indicate with (xxxx) the locations of the front doors of the units. Enumerations may have specific requirements as to the placement of the addresses on the completed building as a result of the layout which will be included with the returned addressing plan.
3. Private roads usually have the suffixes of Grove, View, Point or Heights assigned to them. Enumerations has inquired of El Paso/Teller 911 as to whether or not the suffixes of the street names should be changed to one of these designators, with the exception of Rubicon since this is a logical continuation. The proposed street name of Tolt was not approved.

CGS reviewed the overall Carriage Meadows South at Lorson Ranch project at PUD and preliminary plan, including the same Carriage Meadows South Geology and Soils Report included with the current referral documents (RMG, amended October 7, 2016). No new or updated geologic or geotechnical information was included with the available referral documents. Only one of RMG's borings, TB-2, is located within the subject site, near the southern end of the proposed Rubicon Trail road alignment. If an updated geotechnical investigation and recommendations for the proposed multi-family development are available, CGS would like to review. Otherwise, our previous Carriage Meadows South comments remain valid:

CGS continues to disagree with RMG regarding the need for and when to perform overexcavation. RMG describes low blow count, very loose, loose, and/or soft, low density soils in all 17 of their Carriage Meadows South borings (this includes TB-2). RMG states (page 17) that floor slab movements on the order of one to three inches are possible after mitigation. It is not clear whether RMG is describing total or differential settlement, but three inches of movement (heave or settlement) is considered excessive. The county should require the applicant to describe how foundations, floor systems, and utility connections will be designed to accommodate that much settlement without sustaining damage.

Alternatively, RMG should develop a mitigation strategy that reduces potential heave and settlement to less than one inch. If overexcavation is proposed, what depth of overexcavation will be necessary to reduce differential settlement to less than one inch, and is overexcavation to this depth feasible at the scale of an individual building? In CGS’s experience, it is difficult to achieve adequate compaction within the footprint of an individual structure. Mitigation strategies are discussed on pages 79-91 of CGS publication EG-14, Collapsible Soils in Colorado (White and Greenman, 2007).

FMIC has submitted previous comments to County Development Services referencing Carriage Meadows South Filing No. 1 (see attached letter dated 2/19/18) and again back on 5/22/17 that addressed the existing FMIC 100' wide exclusive easement located on the east side of this proposed project and access from Carriage Meadows Drive to this easement. With the development of Carriage Meadows Filing No. 1, access has been provided to the FMIC easement with a curb cut/mountable curb on the east side of Carriage Meadows Drive just south of Fontaine Blvd.

Upon review of the proposed PUD for Carriage Meadows Filing No. 2, an existing dirt access roadway to the FMIC easement is clearly visible on the site plan just south of the 20' landscape setback from Fontaine Blvd. and north of proposed Lots 33-36. FMIC would request that they be granted an additional 12' access easement in this location to coincide with the existing access roadway now existing from Carriage Meadows Drive to the existing 100' exclusive FMIC easement along the east side of Carriage Meadows Filing No. 2.

In addition, upon review of the Landscape Plan(s), please remove the proposed landscaping materials from this requested 12' access easement so that FMIC can be provided unobstructed access from Carriage Meadows Drive to their exclusive easement without interference with proposed landscape materials.

There does not appear to be any proposed grading in this requested 12' access easement area to affect the existing grade. FMIC takes no further exception to the proposed Carriage Meadows Filing No. 2. We would appreciate the County's assistance with respect to this access issue as previously requested for this development project.
