1. Previously this project was called Hannah Ridge Urban Duplexes. The type of structures has also changed from Duplex to single family attached.
2. Due to the unique home placement the posting of the addresses will not be standard for the majority of these lots; Lots 1-24 addressed from Vanhoutte View, 25-40 addressed from Serviceberry Grove, 41-44 addressed from Fountain Grass Grove, 65-74 addressed from Fountain Grass Grove 75-88 addressed from Purple Fountain Point , 95-100 addressed from Foerster Grass View-with addresses placed on the front & rear of the home. LOTS 45-64 will be addressed from Hannah Ridge Drive, 89-94 will be addressed from Foerster Grass View-with addressed placed on the front only.
3. All of the street names listed on the DP are approved/reserved. I wanted to verify the spelling on this street name though, Foerster Grass View. Please clarify if this is the correct spelling.

4. STANDARD ENUMERATIONS COMMENTS-DEVELOPMENT PLAN:
a. For assignment of addressing for lots and tracts, place (xxx) where they are intended to be utilized. Lot marker placement to be front door.
b. Once received, the DP will be placed on a list to be addressed.

Inc., June 2020), revised Due Diligence Geotechnical Investigation and Geologic Hazard Evaluation, Hannah Ridge AKA Feathergrass (CTL|Thompson, April 24, 2020), and a set of 13 Urban Collection at Palmer Village PUD Development/Preliminary Plans (N.E.S. Inc., revised June 3, 2020).

General Note 6 on Sheet 1 of the June 3, 2020 PUD Development/Preliminary Plan set has been corrected and is now consistent with CTL's subsurface characterization, Figure 2, Surficial Geologic Conditions, Figure 3, Map of Geologic Hazards Areas, and recommendations.

The available referral documents include a Due Diligence Geotechnical Investigation and Geologic Hazard Evaluation, Hannah Ridge AKA Feathergrass (CTL|Thompson, revised February 18, 2020), and a set of 11 Urban Collection at Palmer Village PUD Development/Preliminary Plans (N.E.S. Inc., revised March 11, 2020).

General Note 6 on Sheet 1 of the revised PUD Development/Preliminary Plan set has been partially corrected. However:

(1) CTL's Due Diligence Geotechnical Investigation and Geologic Hazard Evaluation does not contain a "map of the hazard areas," only a "Surficial Geologic Conditions" map (Figure 2). CTL's map identifies only areas of artificial fill and eolian deposits, neither of which are referenced in the note as a geologic hazard or development constraint. The text "A map of the hazard areas and" should be deleted; uncontrolled, expansive fill should be added to the note as a condition requiring mitigation; and/or CTL's Figure 2 should be revised to show areas of expansive soils and bedrock.
(2) The note refers to an incorrect or incomplete PUD Development/Preliminary Plan File (PUDSP-11).

Noise study from 2018 does not match traffic study 2020. Noise study states it does not use up to date information regrading traffic noise-it needs to be updated... it uses 4 lane not 6 lane -see traffic report for upto date data and classification

Legal Description Comment. Please have the surveyor provide the amount of SF or acreage he is describing in the legal description.. " a total ( a sum of) of X acres" in his legal description. The proposed Feathergrass Urban Duplexes site is not exposed to any geologic hazards or unusual geotechnical constraints that would preclude the proposed residential use and density. CTL|Thompson's Due Diligence Geotechnical Investigation, Hannah Ridge AKA Feathergrass (December 3, 2019) contains appropriate preliminary recommendations regarding mitigation of expansive soils, undocumented and expansive fill, shallow, expansive claystone bedrock, and water-soluble sulfates in some weathered claystone samples. Provided CTL's recommendations are adhered to, CGS has no objection to approval of the combined PUD/preliminary plan.

General Note 6 on Sheet 1 of the Feathergrass Urban Duplexes PUD Development/Preliminary Plan set (N.E.S. Inc., December 2, 2019) states: "Geologic Hazards Disclosure Statement: Areas of the proposed subdivision have been found to be impacted by geologic conditions including artificial fill, bedrock, and groundwater. Mitigation can be achieved by proper engineering design and construction or avoidance. A map of the hazard areas and proposed mitigation measures can be found in Geotechnical Investigation Hannah Ridge report prepared by CTL Thompson., dated November 19, 2019, and is held in the PUD Development/Preliminary Plan File (PUDSP- ) at the EI Paso County Planning and Community Development Department."

(1) The reference to "bedrock and groundwater" is extremely vague. The note should be corrected to indicate that the hazards at the site include artificial and expansive fill, expansive soils and bedrock, and shallow groundwater (only if below-grade construction is proposed. If basements are NOT proposed, shallow groundwater is not a concern).
(2) CTL's Due Diligence Geotechnical Investigation does not contain a "map of the hazard areas," or any map delineating areas of artificial fill, expansive soils, and shallow, expansive bedrock, only a boring location map.
(3) The note states an incorrect title and date for CTL's geotechnical report, or refers to a report other than the one included with the PUDSP1911 referral documents.
