The application is supported by a subsurface investigation that contains good information about the site and has identified shrink-swell potential, and low bearing strength soils among other constraints. However, the report is not a geology and soils report as required for preliminary plans and as specified in county code. The required report should include a complete discussion of the geology, specifically the surficial soils, and geologic hazards impacting or potentially impacting the site including erosion and/or hydrocompactive soils, as well as shrink-swell. There should be enough detailed information about specific geologic hazards to provide preliminary mitigation recommendations. The report references a geologic map of Colorado by Tweto (1979). A larger scale geologic map that includes this site is available and should be referenced in the evaluation of site geology (Eastonville Quadrangle Geologic Map - 2012).
We concur with the submitted report that potential hazards can be minimized or eliminated and that site-specific geotechnical investigations will be required. Individual soils and foundation investigations will be needed to evaluate the subsurface conditions (depth of soils, any bedrock, and depth to groundwater) and to sample and perform testing prior to developing foundation recommendations. The required report should be used to guide these site-specific investigations and guide the impacts of the geologic conditions on proposed site grading.
Test borings were advanced to 12-feet and no groundwater was encountered at the time of drilling (date unknown). However, we disagree that this means that groundwater necessarily will be deeper than 12 feet. If basements are to be considered for this subdivision a discussion of expected seasonal groundwater fluctuations and/or depths is needed in the required report.
