PCD engineering has no additional comments on the special use application. The Department of Public Works (DPW) has reviewed the revised haul route plan where traffic from the site will utilize both McClelland Road as well as Judge Orr. DPW has determined a cost of $1.04 per ton of material leaving the site. Additionally, the following conditions of approval have been provided by DPW: 1. El Paso County Department of Public Works will review yearly the sites impact and adjust the costs (increase or decrease) as appropriate. 2. Any changes in traffic generated by the site will require an immediate review of the agreed upon costs. 3. The applicant shall contact CDOT to determine if the access permit at McClellan Road and Highway 24 needs to be amended. |

1. The correct application type is the Major Special Use. 2. The LOI does not address the Master Planning elements. you are not within a small area plan, but you should still review the Policy Plan, Mineral Master Plan, Parks Master Plan, as well as Transportation Plan. 3. You are proposing that 10 acres of land will be disturbed at a time. Please address why 10acres of disturbance is required. Please also address how you will mitigate impacts due to this amount of land being open (primarily dust). |
