On the Final Plat there are two oversized drainage easements overlying the trail easement on the north side of Sanctuary Pine Drive. There is a 40' Public Drainage Easement on the SW corner of Lot 11 and a Drainage Easement on Lot 9. When we initially discussed the placement of the trail on either the north or south side of Sanctuary Pine, comments were made that the north side would likely be more suitable. Are these drainage easements on the north side going to impair the ability of a trail to be placed and used within the designated 10' easement? 2/21/2019 11:38:43 PM

Black Forest Land Use Committee

The Black Forest Land Use Committee commends the applicant for following the Black Forest Preservation Plan in keeping a 5-acre average for density in the timbered area.

The committee objects to the requirement for the 90-foot preservation ROW required of the applicant. Vollmer Road is a minor arterial and should stay that way. An increase from the 60-foot ROW to 180 feet is a requirement that the Highway Advisory Committee has not discussed or vetted and the 2060 MTCP requirement for an "upgrade" to this road in the future must not require such a large ROW preservation. With all the other properties along Vollmer (as well as many other minor arterials in the Black Forest) that would be severely impacted by Vollmer becoming a 4-lane road, the likelyhood of such an upgrade is highly improbable. A total ROW of 60-80 feet should be the maximum.

The Land Use Committee fully supports the inputs and suggestions submitted by the Black Forest Trails Association.

Enumerations has the following comments:

1. Sanctuary in the Pines Fil No 1 was projected years ago for the property to the east across Vollmer Road; which this subdivision may have reserved the street name Sanctuary Pine Drive. Is this for the same development? If the current location of existing Sanctuary Pine Drive is not a logical continuation, then a new street name will need to be chosen and approved. An email from El Paso/Teller County E-911 Authority is required, for this purpose.
2. Standard Final plat comments:

ENUMERATIONS/FLOODPLAIN WILL REVIEW THE MYLAR PRIOR TO PLAT FOR ADDRESS PLACEMENT, ROAD NAMING, TITLE BLOCK, & FLOODPLAIN STATEMENT.

$10.00 PER LOT & TRACT FEE WILL BE DUE AT THE TIME OF THE REVIEW OF THE MYLAR. IF AN ADDRESS IS NOT NEEDED ON A TRACT THEN NO FEE APPLIES. CHECK SHOULD BE MADE OUT TO PIKES PEAK REGIONAL BUILDING DEPARTMENT. PAID DIRECTLY TO ENUMERATIONS DEPARTMENT.

A COPY OF THE FINAL RECORDED PLAT IS REQUIRED PRIOR TO PLAN SUBMITTAL FOR RESIDENTAL. A COPY OF THE FINAL RECORDED PLAT IS REQUIRED PRIOR TO APPROVAL IN ENUMERATIONS DEPARTMENT ON ANY COMMERCIAL PLANS SUBMITTAL.

Floodplain has the following comment:

BFFRPD has reviewed the Preliminary Plan, Final Plat, Fire Protection Plan and all additional documents. BFFRPD agrees with current design of roadways, and cul-de-sacs for access and egress. BFFRPD would ask developer to consider providing permanent connectivity, via dedicated fire only access road (gated and marked) from the proposed new Ward Lane cul-de-sac to the dead-end Linwood Ln. Additionally BFFRPD would like consideration of a fire only access road in the 15' easement along the northern edge of Lot 1. BFFRPD would then work with adjacent property owners to the west to secure the necessary easements to create a continuous fire only access road from the end of the existing Ward Lane cul-de-sac to the Meadow Glen Lane cul-de-sac. The intention of the two proposed fire only access roads is to provide faster response times to the proposed development and provide additional access/egress options for the safety of the public during emergency events. Our proposal is in alignment with Firewise recommendations, and our Community Wildfire Protection Plan (Pg. 72, Table 2, "Access/Egress Improvements", "Create/improve dead end turn arounds"). 8/28/2018 9:11:40 AM
