The available referral documents include a Soils and Geology Study (Entech Engineering, Inc., December 21, 2023), Final Plat (Classic Consulting, February 22, 2024), and other documents. We offer the following comments and recommendations. 1. General note 16 of the final plat (Classic Consulting, February 22, 2024) indicates that geologic hazards and mitigation measures can be found in the Wastewater Study (Entech Engineering, Inc., December 21, 2023). However, mitigation measures for geologic constraints associated with Filing 4 were not included in this study. The final plat should be updated to reference the Soils and Geology Report. 2. Entech states in their wastewater study (page 6), “Groundwater was encountered in the test borings which were drilled to depths of 15 to 20 feet. Signs of seasonally occurring groundwater were observed in TP-2 at a depth of 5 feet.” Groundwater was encountered in Entech’s previous study during the preliminary plan application (Entech Job No. 170020) at depths of 5 to 17.5 feet below existing grades. If basements are planned or overlot grading operations result in deep cuts, CGS recommends the county require a groundwater monitoring/observation program. This program should include measurements through all four seasons combined with a discussion of regional precipitation trends that can periodically increase the fluctuations expected in groundwater elevations. 3. An underdrain system should be allowed ONLY if it can gravity discharge to a daylight outfall or is connected to an existing underdrain system that gravity discharges to a daylight outfall. Individual foundation perimeter drains are intended to handle small amounts of intermittent, perched water and may NOT be used as the sole mitigation of persistent shallow groundwater conditions. BFFRPD reviewed the Fire Protection Report and the Fire Commitment Letter submitted. The Fire Protection report is an excellent example of an applicant demonstrating conformance of the County codes and criteria. We recommend the County consider using this report as an example for future applicants as the standard expectation for the process. BFFRPD does not recommend the county allow for the use of old fire commitment letters merely due to the amount of annexation and exclusions the City of Colorado Springs imposes on the region. The Fire Commitment letter is eight (8) years old. This is merely a recommendation to the County as you retain AHJ, not BFFRPD. |

However, mitigation measures for geologic constraints associated with Filing 4 were not included in this study. If a geologic hazard study was prepared for Filing No. 4, CGS would appreciate a copy for our files. 2. Entech states in their wastewater study (page 6), “Groundwater was encountered in the test borings which were drilled to depths of 15 to 20 feet. Signs of seasonally occurring groundwater were observed in TP-2 at a depth of 5 feet.” Groundwater was encountered in Entech’s previous study during the preliminary plan application (Entech Job No. 170020) at depths of 5 to 17.5 feet below existing grades. Just as the natural drainages within the site will vary in flow rates annually and over differing years, shallow groundwater conditions are expected to fluctuate with differing precipitation events and seasons. We concur with the use of an underdrain system as planned for this subdivision (note 16 of the final plat). Even with an underdrain system, basements or other below-grade habitable spaces may be impacted by shallow groundwater. The most positive approach to determining potential shallow groundwater impacts on any planned below-grade areas is with a groundwater monitoring program. If basements are planned or overlot grading operations result in deep cuts, CGS recommends the county require a groundwater monitoring/observation program. This program should include measurements through all four seasons combined with a discussion of regional precipitation trends that can periodically increase the fluctuations expected in groundwater elevations. 3. 1. Please remove the SF Maintenance Agreement from the submission to avoid duplication and confusion. It appears that it is a much earlier draft of the Detention Maintenance Agreement. 2. It appears that the applicant is switching from a Metro District-maintained detention pond to an HOA-maintained pond. I have attached the template for the appropriate Detention Maintenance Agreement, which is different from the one currently uploaded. Please complete, provide the documentation requested in paragraph 8 if not already provided, and resubmit. 3. Delete plat note 23. It is duplicative of plat note 17. 4. Please provide for review the documents listed as title exceptions 11-18 on the plat. |

Goal A.4.3.A. of the Trails Addendum to the Black Forest Preservation Plan is for provision in new developments of neighborhood trails that can ultimately connect to the regional trail system. Recommend adding to the Final Plat a connection to the east/west trail easement along Arroyo Lane and to the north/south Sand Creek Regional trail corridor which leads to Black Forest Section 16, to The Pineries Open Space and other county parks, local neighborhood trails and El Paso County Regional Trail routes. . .. Regarding a request for approval of a final plat for TimberRidge Estates, Enumerations has the following comments: 1. The street name shown has been approved by El Paso/Teller 911, however, the street designator of “Way” is one that denotes a public right-of-way. The letter of intent indicates that this is to be a private road. Verify with Justin Annan or Glenn West at El Paso/Teller 911 that this designator is acceptable or whether it needs to be changed to one of the designators reserved for private streets (Grove, Heights, View, or Point). 2. Per Regional Building Code, section RBC312.8 addresses must appear on plats. Submit a 100 scale copy of the plat to our office for addressing. Place an (xxxx) on all lots and tracts which will require an address, in the location the address will be needed. Once addressing is completed, the addresses will be returned so that they may be placed on the mylar prior to recording. 3. Prior to recording, Enumerations will review the mylar for addressing, title block, street names and floodplain statement. A fee of $10 per lot/tract addressed, payable to Pikes Peak Regional Building Department will be due at the time of mylar review. 4. Provide a copy of the final recorded plat to Enumerations. Approval of any plans submitted for this development will be pending receipt in our office of a copy of the final recorded plat. Floodplain has the following comment: 1. The Black Forest Land Use Committee has reviewed this proposal and wishes it could be considered independent of the greater Retreat at TimberRidge preliminary plan. This proposal for Timberridge Estates by itself is in conformance with the Black Forest Preservation Plan. If Timberridge Estates remains part of the Retreat at TimberRidge preliminary plan, the Land Use Committee is recommending that all actions on this development be tabled until resolution of the lawsuit against the BoCC for the PUD rezoning action on the Retreat. The El Paso County Attorney is also recommending that no approval action be taken until this lawsuit and any appeals are resolved. Therefore, as part of the Retreat at TimberRidge development, we recommend that this final plat be delayed until resolution of the lawsuit against the BoCC for the PUD rezoning action. |
