Colorado Geological Survey reviewed the overall Carriage Meadows Subdivision in 2006. RMG's Preliminary Subsurface Soil Investigation, Proposed Carriage Meadows Subdivision, Marksheffel Rd & Fontaine Blvd (August 4, 2006) contains a valid preliminary characterization of subsurface conditions based on the results of 12 test borings (six borings by RMG, and six by Kumar). The lot layout and density shown in RMG's 2006 report are fairly similar to that currently proposed.

Loose, low blow count, relatively dry soils have been encountered within the Carriage Meadows/Lorson Ranch area.

Lot-specific geotechnical investigation, testing, characterization and analysis will be needed to specify subgrade preparation requirements (including, if necessary, overexcavation, which should occur on a block- or filing-wide basis, not at the scale of individual lots), and for use in design of individual foundations, floor systems, subsurface drainage, pavements, etc. CGS recognizes that modifications may be needed based on grading and foundation excavation observations.

Regarding a request for approval of a final plat for Carriage Meadows North Filing No. 1, Enumerations has the following comments:

1. Per our last set of comments, Enumerations has requested verification that for the street named Cider Mill, that the suffix Place is acceptable to Justin Annan at El Paso/Teller 911 but has not received that confirmation. Enumerations cannot approve the mylar for this plat without this confirmation.
2. Enumerations has been provided with a copy of this plat for addressing and we have established an addressing plan for this subdivision. The developer should contact Enumerations with contact information on who to provide these addresses to so that they can be placed on the mylar prior to mylar review.
3. Enumerations will review the mylar prior to recording for addressing, title block, floodplain statement and road names. A $10 per lot/tract Enumerations fee will be due at the time of mylar review.
4. Provide a copy of the final recorded plat for our records. Enumerations will not approve any plans submitted for this development without a copy of the final recorded plat in our records.



Floodplain has no comment or objection to this submittal.

Regarding a request for approval of a final plat for Carriage Meadows North Filing No. 1, Enumerations has the following comments:

1. The street name shown on the plat as Cider Mill Place was approved as Cider Mill Drive. Verify with Justin Annan (jannan@elpasoteller911.org) that the change in suffix is acceptable. The other road names are OK.
2. Enumerations has already been provided with a copy of the plat for addressing. None of the tracts indicate a need for an address. Please confirm that none will be needed. Once addresses have been established, place on the mylar in the appropriate location.
3. Prior to recording, Enumerations will review the mylar for addressing, title block, street names and floodplain statement. A fee of $10 per lot/tract addressed, payable to Pikes Peak Regional Building Department will be due at the time of mylar review.
4. Provide a copy of the final recorded plat to Enumerations. Approval of any plans submitted for this development will be pending receipt in our office of a copy of the final recorded plat.




Floodplain has no comment or objection to this submittal.

Regarding a request for approval of a final plat for Carriage Meadows North Filing No. 1, Enumerations has the following comments:

1. Per Regional Building Code, section RBC312.8 addresses must appear on plats. Submit a 100 scale copy of the plat to our office for addressing. Place an (xxxx) on all lots and tracts which will require an address, in the location the address will be needed. Once addressing is completed, the addresses will be returned so that they may be placed on the mylar prior to recording.
2. Prior to recording, Enumerations will review the mylar for addressing, title block, street names and floodplain statement. A fee of $10 per lot/tract addressed, payable to Pikes Peak Regional Building Department will be due at the time of mylar review.
3. Provide a copy of the final recorded plat to Enumerations. Approval of any plans submitted for this development will be pending receipt in our office of a copy of the final recorded plat.
4. All road names have been previously approved, except that the street labeled as Cider Mill Place was approved as Cider Mill Drive. Verify with Justin Annan (jannan@elpasoteller911.org) that changing the street suffix is acceptable.
5. Since the northern boundary of this development borders on Banning Lewis Ranch property which contains floodplain area we are assuming that Cider Mill will not continue to the north. Please verify if this is the case. If this street is to continue to the north, please provide a plan for this extension so that this street can be properly addressed.


Floodplain has the following comments:

1. This development is bordered on the north and east sides by floodplain area. Show the floodplain boundaries and base flood elevations on the plat. Contact Floodplain Administrator Keith Curtis (keith@pprbd.org, 719-327-2898) with questions or concerns.
