1. FINAL PLAT COMMENTS:
a. Enumerations will review the mylar prior to plat for address placement, street names, and title block.
b. A $10.00 per lot and tract platting fee will be due at the time of the review of the mylar, (two addresses per lot and tract). If an address is not needed on a tract then no fee applies. Check should be made out to PIKES PEAK REGIONAL BUILDING DEPARTMENT or PPRBD. Paid directly to the Enumerations Department. As of September 28th, 2022, an additional over the phone transaction fee of 2.95% of the total transaction will apply for any credit card payment.
c. A copy of the final recorded plat is required prior to plan submittal for RESIDENTIAL. A copy of the final recorded plat is required prior to approval in the Enumerations department on any COMMERCIAL plan submittal. The available referral documents include a Soil and Geology Study (Rocky Mountain Group (RMG), Amended April 11, 2023). The Gunners Ridge Subdivision site does not contain any unusual geologic hazards or geotechnical constraints that preclude the proposed four-lot residential subdivision. As noted on p. 14 of RMG’s report, “The most significant geologic constraints to development recognized at this site are expansive soils and the potential for seasonal groundwater.” RMG’s characterization of the geologic hazards and constraints associated with the site is valid. CGS, therefore, has no objection to approval of the minor subdivision as proposed.

We offer the following comments:

General note 20 on the final plat (Bombacini Land Surveying, June, 7, 2023) correctly identifies potentially seasonally high groundwater, however, expansive soils is also a geologic hazard associated with the site.

CGS agrees with RMG (p. 15), “A site-specific subsurface soil investigation will be required for all proposed structures including (but not limited to) residences and retaining walls (if needed).” Once the building locations have been identified within the lots, and prior to building permit application, a site-specific subsurface soil investigation consisting of drilling, sampling, lab testing, and analysis will be needed to characterize soil and bedrock engineering properties such as density, strength, water content, and swell/consolidation potential. These results will be needed to evaluate potentially moisture-sensitive (expansive and collapsible) soils and expansive claystone bedrock; determine depths to groundwater and bedrock; verify the feasibility of a full-depth basement, if planned; and provide earthwork, foundation, floor system, surface and subsurface drainage, and pavement recommendations for design purposes.

1. Provide a 100 scale copy or larger of the entire APPROVED development plan (d.p.) to this department so that addressing can be assigned. Once received, the development plan will be placed on a list to be addressed. Development plans that are not yet approved may be addressed, however additional plan review fees will accrue if changes are made to the D.P. after initial addressing.
2. Note 2 should be removed, because this will not be the only address for this 4 lot subdivision.

The Colorado State Forest Service recommends that all forested acres be mitigated to reduce the risk of wildfire and that defensible space be created for each dwelling using the standards in the CSFS "Home Ignition Zone Guide" (formerly known as "Quick Guide FIRE 2012-1: Protecting Your Home From Wildfire") located on the Colorado State Forest Service website.
