GENERAL COMMENT APPLIES TO ENTIRE 1041:
The 1041 sites the expansion; it does not approve construction ; it is not approving an airport master plan; nor is a 1041 a method for incorporating a project into the County Wide Master plan. The questions and responses should be holistic in answering as it relates to the expansion as a whole; a lot on info was inserted as filler from FAA guidelines that do not answer the questions. At the meeting Fall 2022, discussion of adding a school; fuel station; new hard surface runway, club were discussed but they are omitted from the responses- please clarify so this 1041 covers the complete future expansion. 1041 Application redlines (Please remove all language that discusses the request for the County to adopt the Meadowlake Airport Master Plan as a component of the El Paso County Master Plan throughout the application documents. A 1041 is site selection and expansion of airport NOT a master plan.
This should bullet point the full expansion in addition to the information provided (Aviation school; paved run way; fuel station; restaurant-club; how many new hangars; plus turf runaway; and any other expansions that are on the wish list)

Documents available for our review for the site (38.951°, -104.5722°) include “Preliminary Engineering Geology and Surface Soils Evaluation” (Himmelreich, July 27, 2006). CGS concurs with the geologic interpretation, identification of hazards and constraints associated with the site geology, and the recommendation for site-specific soils and foundation investigations for each planned structure found in this report. As stated in the geologic hazard report, the site conditions are not unusual and the hazards and constraints associated with the site geology can be mitigated with commonly employed engineering methods, but these hazards and constraints must be evaluated for each planned structure. Site-specific soil and foundation investigations are essential for the mitigation design for the geologic conditions identified at the site.

The Application for 1041 Permit page B-42 states “Future expansion of the airport, or simple development of airport property, at some future time, may require site specific surface and sub-surface drainage analysis.” The geologic hazard report relied on for this submittal states in numerous locations the need for “individual site analysis for each specific structure.” The need for individual site-specific analysis is stated for the identified geologic hazards associated with Shallow Groundwater and Subsurface Drainage, Expansive Soil and Bedrock, and Ground Subsidence. It would be prudent for the County to require, as recommended in the geologic hazard report, “site-specific soil and foundation investigations for each…structure.” This is necessary to design mitigation for the geologic conditions.

This comment on page B-42 follows an excerpt from the “Geotechnical Subsurface Exploration Program – Final Submittal” (Ground Engineering, November 20, 2014).
• CGS recommends all geotechnical reports being relied on for mitigation of the geologic conditions associated with the airport expansion be submitted as part of our review (per requirements of County Code). For instance, the subsurface explorations conducted, boring logs, and laboratory testing along with the mitigation recommendations provided are part of the data required for a third-party review.

The letter of intent states p.3 “As the need to expand the airport becomes apparent, actual construction plans will address specific County questions and concerns at that time.”
• CGS recommends the County consider conditional approval of the application until such time as the specific County questions and concerns are addressed including the comments of this CGS review.
• It would be prudent for the County to require, as recommended in the geologic hazard report, “site-specific soil and foundation investigations for each…structure.” This is necessary to design mitigation for the identified geologic conditions.
