PCD-Engineering has the following comments (same as previous comments except #1 and #2 resolved):

General:
1. Resolved.
2. Resolved.
3. EPC staff requests that the Annexation Agreement be revised to include the following development responsibilities:
a. Design and construction of the roundabout on County Line Road (not a contribution of half of the cost);
b. Transportation Plan: Require a traffic impact study addressing offsite impacts to County roads;
c. Accommodate the County regional trail on the east side of I-25 (pending County Trails Master Plan update)
d. Drainage improvements in County right-of-way as needed.
4. Note: Recent County Early Assistance information for this site can be found at

5. Note: Depending on traffic generation from the proposed development, EPC may recommend annexation of the entire length of Misty Acres Blvd. to Monument Hill Road.

Traffic/Transportation:
1. Discussions between the stakeholders including Douglas County, EPC, CDOT and the property owner have been held regarding the proposed roundabout design on County Line Road. County access permitting will address construction requirements.
2. A traffic impact study and construction drawings will need to be reviewed and approved by EPC for improvements on County Line Road and the portion of Monument Hill Road to remain under County jurisdiction. Any impacts and improvements to Misty Acres Drive, including access in the segment not annexed, will need to be approved by EPC.
3. Work-in-the-right-of-way permits are required for construction in the County right-of-way.

Drainage:
1. Improvements to drainage infrastructure in or along County roads may be required.
