PCD-Engineering, in consultation with the County Engineer, has the following comments on the subject project to expand greenhouse facilities. 1. Please address the number and size/weight of trucks that use County Line/Palmer Divide Road and Black Forest Road. Are there designated roads that are to be used or a truck route plan? Per the traffic letter dated January 15th there are approximately 3-10 trucks that leave the facility per day so there would be 6-20 truck trips. El Paso County staff request that heavy truck traffic not use Black Forest Road. If necessary, EPC has the ability to enter into a separate haul route agreement. 2. Per El Paso County criteria, existing roadways shall be paved where any development causes an existing gravel road to exceed a projected ADT of 200. Depending on the type and weight of truck loads, the impacts to gravel roads from this land use may be exacerbated. Please address current traffic counts on the affected roads for comparison with the project traffic (EPC has 2010 traffic counts showing approximately 200 ADT on County Line Road). 3. Note: PCD staff understands that public works staff in both jurisdictions are working on further detailing the maintenance specified for County Line/Palmer Divide Road by each jurisdiction through intergovernmental agreement (IGA). -- Jeff Rice - 719-520-7877 |
