Description
Request by Robert Scott General Contractors Inc., with representation by Land Development Consultants – David Hostetler, for approval of the Date Joint Venture Preliminary Final Subdivision Plat. If approved the proposed would allow for the establishment of four lots for single-family attached residential. The site is currency zoned RM-30 (Residential Multi-family) in El Paso County and concurrently under review of a proposed zone establishment of R5 (Residential) in the City. The property is located at 4207 and 4215 Date Street consisting of .331 acres. for approval of the Date Joint Venture Addition No. 1 Annexation. If approved the proposed would allow for annexation of this site into the City of Colorado Springs. The site is currency zoned RM-30 (Residential Multi-family) in El Paso County and concurrently under review of a proposed zone establishment of R5 (Residential) in the City. PCD-Engineering has the following comments:

1. Portions of Rosalie Street, Date Street, Siferd Boulevard, and Hopeful Drive are still unincorporated and are impacted by development of these parcels and other adjacent/nearby parcels located in the City. The County requests that the City take ownership and maintenance of the portions of these roads used by City development (either by deed and annexation or other appropriate method as agreed upon by the City and County). The County is formally requesting that the City commit to take ownership and maintenance of all remaining public ROW and infrastructure in this enclave area.
2. The condition and adequacy of the downstream drainage infrastructure should be addressed with this development. County criteria requires a suitable outfall adequate to convey stormwater. The continued development and lack of improvements to address the impacts in this enclave area are exacerbating the existing drainage issues within the basin. The downstream facility is not engineered, is unstable and eroding, and flooding in the area causes impacts to multiple properties within the unincorporated County, property owned by El Paso County, and El Paso County ROW and public infrastructure. The lack of appropriate public infrastructure is a hazard and public safety concern. The proposed development should address this issue and the County is formally requesting that the City commit to take over ownership and maintenance of all public infrastructure and ROW utilized and impacted by City development in this enclave.
3. Any traffic impact to County roads from additional development will require approval of a County access permit.

The County Engineer and PCD Executive Director have already discussed these concerns with the City Public Works Director, and County staff is ready to work on a resolution of these issues.
