In order to establish mail delivery please submit the following to Elaine Kelly elaine.f.kelly@usps.gov for approval:

• Development Plan
• Make an appointment to go over pad locations and mailboxes
• Building and Site plan showing proposed locations of mailboxes
• Type of mail receptacle proposed for development
• Mailboxes must be approved prior to purchase
• Final Plat with addresses
• Type of Development (business/residential/mixed)
• Date of first occupancy
• If the community is Apartments - a letter from the owner regarding oversized parcels

Effective October 5, 2006, all new designs approved for NEW CONSTRUCTION AND MAJOR RENOVATION require U.S. Postal Service approved CBU’s to be installed.

Effective July 2020 all new apartment projects or apartment remodels must provide 1 parcel locker for every 5 mailbox compartments.


Once the information is submitted, we will follow-up with any additional questions and we will set up a time to discuss the project for final approval.

Sterling Ranch II Preliminary Plan and Sterling Ranch Filing No. 2 (Phase 1)

Academy School District 20 is in receipt of File #SP2015 for approval of the Sterling Ranch II Preliminary Plan and File #SP203 for approval of the Sterling Ranch Filing No. 2 (Phase 1).

The District is opposed to the plans as presented. The following issues need to be resolved before the District can agree that the proposed school site of 11.47 acres is acceptable to the District.

PERMENANT 20’ GAS LINE EASEMENT

The proposed site is totally unacceptable to the District if the 20’ permanent gas line easement is not removed from the site. The district was assured via the email below that the gas line would be moved to an adjacent street. One certainly would not build an elementary school on top of a gas line running through the site.

Don - See attached for revised school site. Per Virgil, there will be no detention required on this site, hence it is 11 acres. The existing gas line will be relocated to adjacent streets and vacated, so that will not be a constraint. The trail easement on the north is intended to allow people to walk to the parks to the east and to the school site, as well as for general pedestrian circulation. It will be owned and maintained by the Metro District. Let me know if you have questions. - John

DRAINAGE EASEMENTS ON THE SITE

The current site documents indicate a proposed drainage easement adjacent to the western boundary of the school site. If this is going to be a buried storm drainpipe it is not an issue if it runs adjacent to the western boundary of the site.

In addition, there are additional easements for drainage on the site. Once again, if this represents a buried storm drainpipe adjacent to the western boundary of the site it is not a problem. However, the drainage easement entering from the southwest corner of the site appears to be servicing an open drainage area on the site and is not acceptable as it is located directly in line with one of the anticipated entries to the site from Hazlett Drive.
Any type of open ditch drainage easement on the site is not acceptable as anytime there is water in the ditch it will create an attractive nuisance for elementary students and significant liability for the District.

Where is the FAE for the subdivision improvements? This should include all landscape, trails in the tracts, ped ramps, sidewalks, internal roads etc...(the subdivision improvements). Sterling ranch road should be included in the overall subdivision improvements FAE or a separate FAE which will be refenced in the SIA so it can be accounted for in the SIA with the overall subdivision improvements. Please verify values and quantities and sign. The SIA will have 2 FAEs then. Marksheffel improvements will be covered by collateral to the City. The Final Drainage Report (FDR) for Sterling Ranch Filing No 2 is still implying that the Sand Creek Channel Plans completed by Matrix within the City limits has designed the outfall protection for Pond W5. The report needs to be more clear on the fact that the Sterling ranch development is responsible for the design of the outfall of Pond W5 as well as the additional improvement required in Sand Creek at the outfall. The design of the outfall and erosion protection at the outfall must be included in this drainage report.

As a reminder, the construction drawings related to the pond outfall must be approved by the City as well as the County. They will need to be submitted to City SWENT and EDRD departments via ProjectDox.

Comments on the Final Drainage Report for Sterling Ranch FN 2:

The outfall and spillway for Pond W5 extend into the City. This report needs to extend the drawings and analysis to include the outfall into Sand Creek. Outfall protection must be designed in conformance with the DCM Volume 1 Chapters 10 and 12. A signature block on the FDR must be added for the City for approval of the improvements within City limits.

The Pond W5 is proposed in a location that was originally a ground water test pit. Based on aerial photographs, groundwater is present and would be present in the proposed pond. Approval from the state and the necessary permits must be obtained prior to outletting groundwater into the City’s MS4 system.

Colorado Geological Survey review of Sterling Ranch Filing No. 2 (Phase 1) Final Plat SF2015 Resubmittal (Jill Carlson, carlson@mines.edu):

The available referral documents include a revised Soil, Geology, and Geologic Hazard Study, Copper Chase and Sterling Ranch Filing No. 2 (Entech Engineering, Job No. 191088, September 25, 2020), a set of Grading & Erosion Control Plans (JR Engineering, February 1, 2021), a set of seven Sterling Ranch Filing No. 2 Final Plat sheets (JR Engineering, January 21, 2021), and other documents.

In response to CGS's 7/9/2020 review comments, Entech has revised their Soil, Geology, and Geologic Hazard Study as follows:

1. Added text (page 11) stating, "A sewer underdrain should be considered to assist with controlling groundwater," and "Where basements are considered, significant interceptor and underslab drains may be necessary... Specific recommendations should be made after additional investigation and site grading has been completed."

2. Entech's Figure 7 (mis-identified as Figure 2 in the title block) designates all previously identified "potentially seasonal shallow groundwater" areas as "seasonal shallow groundwater" areas.

As noted in our 7/9/2020 review, two of Entech's borings, TB-3 and TB-4, are located within the area of the 49 currently proposed residential lots. Groundwater was observed in TB-3 at three feet below the ground surface, and in TB-4 at two feet below the ground surface at the time of drilling, at the surface in both borings a few weeks later, and in TB-3 at three feet below the ground surface in February 2020. No water level observation was made in boring TB-4 in February 2020.

1. Entech's water level data do not support their characterization of the site's shallow groundwater condition as "seasonal." Entech's Figure 7, plat note 26 on sheet 2, and sheet 7 of the plat should be corrected to identify the entire Sterling Ranch Filing No. 2 (Phase 1) site as a shallow groundwater area.

2. Plat note 26 states, "In areas of high groundwater, all foundations shall incorporate an underground drainage system." Individual foundation perimeter drains are needed around any below-grade (basement) space determined to be feasible, and may discharge to an underdrain system, if constructed, but are intended to handle small amounts of intermittent, perched water and may NOT be used as sole mitigation of a persistent shallow groundwater condition such as exists on this site.

3. Based on Entech's water level observations, it is not clear that an underdrain system and interceptor drains will be effective at lowering water levels sufficiently to allow full-depth basement construction. CGS recommends that the County require the applicant’s qualified consultant to verify that proposed mitigation will result in a separation distance of at least three feet between shallowest anticipated water levels and lowermost basement floor elevations, and that this separation distance can be maintained year-round, based on project grading, interceptor drain and underdrain plans, and proposed basement floor elevations.

4. No drawings were included with the current referral documents showing an underdrain system. An underdrain system should be allowed ONLY if it can gravity discharge to a daylight outfall, or is connected to an existing underdrain system that gravity discharges to a daylight outfall.

5. It remains unclear, based on the Grading & Erosion Control Plan (sheet 2, JR Engineering, 2/1/2021) that "much of the area is to be filled" (Entech, page 11). CGS recommends that the county require a cut and fill plan. It appears there will be up to 5 feet of fill in some areas, with similar cuts in other areas (e.g. Lots 9 and 10) but the grading plan is very difficult to interpret, and it appears that contour intervals may be inconsistent (2 feet for existing grades and 1 foot for proposed grades).

Colorado Geological Survey review of Sterling Ranch Filing No. 2 (Phase 1) Final Plat SF2015 (Jill Carlson, carlson@mines.edu):

The available referral documents include a Soil, Geology, and Geologic Hazard Study, Copper Chase and Sterling Ranch Filing No. 2 (Entech Engineering, Job No. 191088, February 10, 2020), a set of Grading & Erosion Control Plans (JR Engineering, June 1, 2020), a set of six Sterling Ranch Filing No. 2 Final Plat sheets (JR Engineering, May 14, 2020), and other documents.

1) Shallow groundwater precludes below-grade (basement and crawl space) construction. Two of Entech's borings, TB-3 and TB-4, are located within the area of the 49 currently proposed residential lots. Groundwater was observed in TB-3 at three feet below the ground surface, and in TB-4 at two feet below the ground surface. Groundwater was observed in Entech's other three borings within Sterling Ranch Filing No. 2 at 8.5 feet below the ground surface and shallower. CGS disagrees with Entech's Figure 7, Geology/Engineering Geology Map, identifying the areas surrounding these borings as "potentially seasonal shallow groundwater areas." Entech's data indicate that most or all of Sterling Ranch Filing 2 is impacted by shallow groundwater.

Groundwater at the observed very shallow depths precludes below-grade (basement and crawl space) construction, unless grades will be raised through significant fill placement across the entire Filing 2 site. Based on Sheet 2 of the Grading Plans (JR Engineering, June 1, 2020), this does not appear to be the case; existing and proposed contours are poorly labelled, but areas of cuts and fills appear to be indicated. Since lowermost floor levels must be located at least three feet above shallowest anticipated groundwater levels, basements and crawl spaces should not be allowed within Sterling Ranch Filing No. 2. Individual foundation perimeter drains are intended to handle small amounts of intermittent water, and cannot be used to mitigate a persistent shallow groundwater condition.

2) Entech's Figures 4 and 7 show two locations labelled TB-1. One of these borings appears to be from a 2006 Entech investigation, and should be identified as such on the figures.

Then we will stamp off on that document with an RBD check stamp, if all is accurate. This will be our copy of record that we plan to see once the document is recorded, minus a few signatures on the main sheet. Please contact your reviewer in Enumerations for instruction on payment.

Academy District 20 is in receipt of File Number SF2015 for approval of Sterling Ranch Filing No.2-Final Plat.

Academy District 20 has a reserved school site at the northwest corner of the intersection of Dines Boulevard and Sterling Ranch Road recorded as Branding Iron at Sterling Ranch Filing No. 2, Tract B. The Sterling Ranch Filing No. 2 indicates a 20' permanent easement through the center of Tract B which was not included on the Branding Iron at Sterling Ranch Filing No 2. If this is an easement on which a permanent structure cannot be located, Academy District 20 objects to the easement as shown on Sterling Ranch Filing No. 2 as it is located directly in the middle of the school site and would prevent the construction of a permanent school facility across the easement. District 20 is requesting clarification of the easement prior to approval of Sterling Ranch Filing No. 2.

When Sterling Ranch Filing No. 2 is approved, the District is requesting land dedication in lieu of fess per the existing El Paso County Code for all residential units within the approved Sterling Ranch Sketch Plan.
