FAE: Fix the date on the final sheet of the FAE to match the other sheets. There is an error in the total construction financial assurance calculation as the value shown is not the sum of all the section subtotals. Please revise.

Drainage Report: Page 11 and page 47, Design Point G narrative has been revised, therefore design Point H must be revised to include flow from design point G. Revise the design calculations accordingly.
Page 102, Please show the existing extent of the property boundary. We would like to see the overall boundary of the property in for development (you do not have to do interior lot lines to match this). Line work is not visible under basin boundary line.

CD's: Sheet 7, Show the missing RCP as done in the previous submittal.
Sheet 12, Fix the leaders of the PED Ramp text. Also fix the stationing if necessary.
Sheets 13, Be consistent in the line type and that it does not go through the ROW, typical all sheets. Lines that need to be addressed have been marked with a blue dot.
Sheet 17, remove reference to vineyard wall.
Sheet 26, Per ECM Section 4.3.6 at no time shall storm sewer lines be placed less than 2 ft. in depth from the finished road surface. If 2ft clearance cannot be achieved then a higher class RCP may be specified (class IV) but a deviation form must be provided. Specify this RCP as private.

Resubmit ASAP so that staff can review and approve prior to PC hearing on January 7, 2020. Please call with any questions.

A new commitment letter is required from Cherokee Metropolitan District. The letter provided for this project is dated August 3, 2018. The letter states “This water commitment is hereby made exclusively for this specific development project … and must achieve appropriate zoning and a final plat land use entitlement from El Paso County Development Services within 12 months from the date of this letter….” Since a final plat wasn’t completed within 12 months from the date of the letter and based on the requirements of the letter – this commitment effectively expired on 8/3/19, therefore, a new commitment letter is needed from the District. If the developer wishes to include the subdivision in Public Improvement District No. 2, please complete the attached petition in full and submit to the County Attorney's Office, along with a legal description of the subdivision in Word.

State law requires that legal notice of the BoCC hearing to include the property in the PID be published. Developer is responsible for reimbursing the County Attorney's Office for the cost of publication.

The inclusion hearing must be held before the plat is recorded. The County Attorney's Office makes every attempt to schedule the inclusion hearing on the date of BoCC or administrative approval of the plat, or as close thereto as possible. The developer and County Planning are responsible to keep the County Attorney's Office informed of the anticipated plat approval date.

It appears to me that the only documents that required a review were the following:
CD’s, FDR, FAE/EGP, SWMP, Deviations (both)
Comments are typed written here and provided on the appropriate document that will be uploaded by the PM (Nina).

Comments are as follows:
Deviations:
The sidewalk deviation is approvable as is (no need to resubmit), however, the minimum K value deviation comments went out on 9/26/19 and the document has not been resubmitted. We reminded you on the comments provided on 11/18/19 that the K value Deviation had not been resubmitted, and it was not submitted in this round of the review process.
Please submit the K value deviation with all the comments addressed as provided on 9/26/19.

SWMP and checklist:
No additional comments, no need to resubmit.

FAE/EGP: comments addressed, no need to resubmit

FDR:
Page 13, comment provided on 9/26 and 11/18 that has still not been addressed where you identify storm system 2 as being just north of Running Deer Way. I do believe it is south of Running Deer Way. I believe that this error is due to the fact that on the CD’s you have north pointing to the right and the left, depending on the sheet. In the future, please keep this consistent. You do not have to change this for this submittal.
All structures called out in the text of the report should be shown on the drainage plan in the back of the report. To include calling out the systems by the same nomenclature used within the report (storm system 1, 2, etc. as well as the outlet structure of the pond and the connecting pipe between the two ponds).
Pages 23 and 24 are out of order (this would be the 60th and 61st sheet in the document).
Proposed conditions plan: Line work is not readable nor is it consistent with the legend, please correct as comments indicate on plan. Linework is from prior to the design of the connection of the two ponds, upgrade to match the text.

CD’s: Legend and linework do not match, correct as comments indicate on plan. Call out all systems consistent with detail sheets and FDR, example sheet 22-26 call out storm systems by numbers and it is difficult to find what system (on sheet 5 for example) is which. Sheet 5 should have the systems labeled.
Typical all sheets, please have consistency on the line work between the legend and the plan view.
Cross pan at Akers and Fallow Lane, call out as existing or proposed. If proposed, please call out appropriate POI information and other design details.
Sheet 11, show ROW appropriately.
Sheet 17, remove reference to vineyard wall.
Where comments pertain to sheets not listed, please correct on all sheets.

I have provided both these typed comments and redlines to aid you in your QC process. Due to our extremely heavy work load and your need to go to PC, please QC your work prior to resubmittal; as well, please provide signed documents, ready for approval.

1. Addressing has been provided to the applicant by Enumerations. Per Regional Building Code, addresses must appear on plats. Place the addresses for each lot on the plat in the appropriate locations.

2. STANDARD ENUMERATIONS COMMENTS-FINAL PLAT:

Enumerations will review the mylar prior to plat for address placement, street names and title block.

$10.00 per lot & tract platting fee will be due at the time of the review of the mylar. If an address is not needed on a tract then no fee applies. Check should be made out to PIKES PEAK REGIONAL BUILDING DEPARTMENT or PPRBD. Paid directly to the Enumerations Department.

A copy of the final recorded plat is required prior to plan submittal for RESIDENTIAL. A copy of the final recorded plat is
required prior to approval in the Enumerations department on any COMMERCIAL plan submittal. Amy@pprbd.org

3. The El Paso County floodplain maps have updated. The new map series is “G”. The new effective date is December 7, 2018.
