ADT shows classification as minor arterial, please revise accordingly.
Add EPC Project number to all deviations.
Please provide additional detail. Describe why the minor arterial classification is not fully appropriate for this condition given it is short length of high ADT, dead end, and surrounding residential.
Comparable design: please elaborate on how a secondary access will allow for commercial trucks to enter and exit more efficiently.
Application consideration: provide the depth of the site or relative overall length of this road, how it changes to residential.
Please provide sufficient explanation as to how this deviation will not adversely affect maintenance and its associated cost. Justification provide is inadequate.
Provide length of the balance of the proposed public roads on the site plan.

Deviation number 1 has been submitted for a deviation from the required design elements of a Major Collector, when if fact, given the ADT presented in the TIA, this section of the road falls in the classification of Minor Arterial. Please base all deviation requests associated with the design elements listed in the ECM off the Minor Arterial requirements.
A scalable plan view exhibit will be required to show the width of each element of the cross section for the entire length of this section of road (the ROW exhibit provide with the other deviations, with additional detail is anticipated).
Please provide additional detail. Describe why the minor arterial classification is not fully appropriate for this condition given it is short length of high ADT, dead end, and surrounding residential.
Please allow for all of the drainage ditch, west side, adjacent to the SF lots to be within the ROW with standard easements. The width and depth of the roadside on the west, if not per criteria of minor arterial, shall be supported in the PDR/FDR for capacity and full criteria compliance with the sizing of roadside ditches.
The east side ditch shall have ROW extended to the centerline of the bottom of the ditch, to include all slope from the shoulder and road to be within the ROW. The balance will be anticipated in an easement although we see no benefit to the easterly property owner owning the property in this area and would prefer the entire ditch (both slopes) to be with in the ROW per criteria. If you are requesting that this ditch not meet the minor arterial standard cross section, please support in the PDR/FDR for capacity and full criteria compliance with the sizing of roadside ditches.
Provide queuing analysis with this deviation.
Elaborate on the safety of operations section.
Please provide cross section exhibit described in report.
The following comments were provided on 12/4:
• If the drainage report can support a 25’ roadside ditch on the west side of Cherry Crossing Drive the 25’ can be used on the west side in place of the required 28’. All of the anticipated 100 year flow must fit in the ROW. The proposed ditch cross section must meet the county criteria for capacity. Please support in the drainage report. The proposed structure on the west side must not fall within the private lot.
• The shoulders can be narrowed to 6’/2’ (paved/gravel) in place of the 8’/2’ that is required for the required Minor Arterial (reducing to the requested 4’/2’ is not acceptable given the anticipated ADT) providing sufficient justification.
• The ditch on the east side of Cherry Crossing Drive may be (providing sufficient justification in the drainage report) narrowed to 14’ with the balance (14’) in an easement on the commercial property providing this works given the detention pond that is adjacent to the road. I do not see any benefit for the developer for this and would prefer to have the entire required 28’ provided, or 25’ if the capacity is adequate given the reduced width and contributory flow (the 14’ is based on the entire slope to be within the ROW to the lowest point of the ditch). Again, sufficient justification will need to be provided as to why we would not require the entire ditch to be in ROW.
• Turn lanes and medians must be accounted for in the cross sections to determine the minimum ROW width at various points.

1. The intent letter states that lot 18 has 2 buildings and lot 19 has 1 building. Seems to be the other way around.
2. Trash enclosure height does not meet the requirements to have an address and permit due to the height being under 7ft.
