2. STANDARD FINAL PLAT COMMENTS:
ENUMERATIONS/FLOODPLAIN WILL REVIEW THE MYLAR PRIOR TO PLAT FOR ADDRESS PLACEMENT, ROAD NAMING, TITLE BLOCK, & FLOODPLAIN STATEMENT.

RE: Note 9: It is my understanding that no public improvements are being required with the final plat. When each lots develops, however, the development of the lot may trigger public improvements. If this is correct, Note 9 should read as follows: No building permits shall be issued for any individual lot within the subdivision unless and until the required public improvements triggered by the development of that lot have been constructed and completed in accordance with the approved construction plans, preliminary acceptance of said public improvements has been received from El Paso County, and defect warranty collateral has been posted with the County. In the alternative, the owner of a particular lot may enter into a subdivision improvements agreement with El Paso County which will allow for the issuance of a building permit upon the provision of public improvement construction collateral. 9/18/2018 11:27:48 AM

The site is not undermined, does not contain steep slopes, and does not contain, nor is it exposed to, any geologic hazards that would preclude the proposed gas station and c-store use.

Per CGS's previous comments, the September 13, 2017 geotechnical repiort by Olsson Associates contains a good description of surface and subsurface conditions, soil engineering properties, and potential development constraints, and makes appropriate recommendations regarding overexcavation and recompaction to a depth of 12 inches below deepest footing elevation and extending ten feet laterally beyond the building footprint; subgrade preparation and fill placement; foundation, floor slab and pavement design and construction; grading and surface drainage; etc.

Provided Olsson's recommendations are strictly adhered to, CGS has no objection to approval of the Final Plat as proposed.

Questions from the County Attorney's Office - 4/11/18.
1. What is the subdivision name? Is it Space Village Filing No. 3 or Kum & Go Store #692?
2. Is it a 2-lot subdivision with 1 dry lot? Cole is concerned about the water for Lot 2. The Water Supply Information Summary indicates it’s a 2 lot subdivision but it appears the water was only dealt with for Lot 1. How is the water on Lot 2 going to be addressed? Will there be a plat note that addresses Lot 2?
3. Finally, the SEO letter (attached) indicates the project doesn’t meet the criteria for a subdivision. I spoke with Ivan/SEO and he said they thought Space Village was an existing subdivision and what was presented to them was just a land use action on a previously created lot. Is that correct? Depending on the answer - there may need to be some additional communication with SEO and a new letter from them. SEO indicates the District has adequate water supply, but their letter states that their comments “cannot be used to guarantee a viable water supply plan or infrastructure, the issuance of a well permit, or physical availability of water.”

Will county require traffic study? We are concerned developer will request left turn from Peterson road onto site be approve. One concern at this point is the condition of the existing 24" culvert
under Peterson Blvd. I think someone should check that it is OK. Things I would check:

1. Obstructions (e.g. cave-in, vegetation, etc.)
2. Sump conditions due to failure of the pipe bedding.
3. Breaks in the pipe.
4. Slope of pipe adequate to handle the design flows.
5. Discharge end of pipe causing erosion (no flaired end or riprap to
dissipate energy).

Not sure where this discharges, on C2.1, point 19 (existing 24" RCP) appears to go NW towards traffic triangle near Platte off ram, but not sure by looking at drawing if it goes directly west to substation area. We do not want flow onto our property west of the site or onto roadways.

1. Addressing will be assigned once the layout is provided. Looks as though the building will face west. Is there a desired street for the address to be assigned from?

2. Peterson Road & Peterson Blvd touch this parcel . Peterson Blvd ends at parcel 54180-00-048 and Peterson Road begins to the north of this same parcel. Strange that the break would be in this location and not at the intersection. Per EL Paso County D.O.T., El Paso/Teller 9-11 Authority & Public Safety/Street naming with the City databases. Enumerations would like to see both Peterson Road & Peterson Blvd street names on the plat.
