Description: Bring wastewater treatment up to the CDPHE; to purchase more water and build infrastructure. Also add amenities related to Parks and Rec. CAO has determined this is not a material modification. change is to remove the cap on revenue obligations (which doesn't fall into the meaning of “debt” as found in our model service plan). Therefore, the District is decreasing its financial ability to discharge “debt” by removing this cap. 16.2 million current revenue bond debt change to 50 million revenue bond cap; no mill levy (fee based District) Therefore, this does not appear to be a material change, and they can amend their service plan without receiving BoCC approval.
