Transportation:
1. Remove the proposed access from Baptist Road to Area A located between Terrazzo Dr and Woodcarver Rd. since Terrazo Dr and Squadron Dr (local roads) are available to provide access. Per the Engineering Criteria Manual no parcel access is permitted from collector roads. Unresolved. Remove the access from the sketch plan.

Drainage:
1. In the MDDP, include a design point on both the existing and proposed drainage map located at the existing (3)-36" CMP culverts crossing Santa Fe Trail, downstream of the confluence of the proposed FSD pond storm sewer outlet and Jackson Creek. Final drainage and pond design by the development must result in historic rates at this design point as it continues downstream into unincorporated El Paso County. Pre-development rates calculated by the UD-Detention worksheet does not match the existing condition. Not all of the 136 ac watershed used by UD-Detention to calculate pre-development flow drains towards the ex (3)-36" CMP on Jackson Creek in the existing condition. Unresolved.

Jennifer Irvine, County Engineer and Elizabeth Nijkamp, Engineering Review Manager:

1. Per the meeting between EPC and the Town of Monument on March 5, 2020 (as well as other correspondence and meetings) EPC recommends that the Town of Monument annex Baptist and Woodcarver into the Town of Monument.
2. Note, if Baptist is to remain in the County at this time, access permits will be required to be submitted to EPC by the developer, on behalf of the Town of Monument, for all Town of Monument roads that are anticipated to connect Baptist. No direct lot access will be permitted onto Baptist. Due to the Current classification of Woodcarver, as well as the county owned property in this area, additional conversations between the Town and EPC are recommended.
3. Please note that there is a regional trail that is in this area, an easement for this trail (EPC parks dept) will need to be maintained in any ownership scenario.
4. Note that EPC and CDOT have ROW ownership in this area and will provide comments at the appropriate time.

Transportation:

2. Per the EPC Road Report Book, Woodcarver south of Baptist Road is private. Per the Assessors website, the segment between Baptist Road and Squadron Dr is located within a parcel owned by El Paso County (APN: 7135000001). Future street improvements needed by the development for this segment of Woodcarver will require coordination and development application to the County.
3. All off-site improvements to Baptist Road (signal plans and street improvements) will require development application to the County.

EDARP County File: OAR2023 and OAR 2024
Town of Monument Planning Department,
Please accept the following comments for the requested outside agency review:

Planning staff encourages the Town to annex all parcels east of the railroad tracks and adjacent to the plan area in addition to Woodcarver Road and the public works material yard so that access can be controlled by the Town.
The EPC land adjacent to Woodcarver was used for staging and maintenance for the Baptist Road improvement project; the plan depicts a driveway connection through the County owned land to connect Woodcarver Road to Squadron Drive in lieu of annexing the land and adjacent roads. A driveway permit would have to be obtained from the County to do so.


The curb cut that exists on Baptist was placed there for a ranch access/ maintenance of the large parcel proposed to be developed. It was not intended for everyday commercial use as noted by the County Engineer in the March 2020 meeting. Access to Baptist Road would not meet our current ECM standards as depicted on the plans proposed. Please remove the right in right out access, if Baptist is proposed to be County ROW.
The County requests that Baptist Road from the eastern portion of the round-a-bout towards I-25 is also annexed into the Town. This was discussed with the Town Manager at the March 2020 meeting.

The setback along Baptist is shown as 25-feet; County CR (Commercial Regional) zoning would have imposed a 50-foot front setback and 25-foot landscape setback.
No building or landscape setback is depicted along Squadron Drive or Terrazo Drive.
A 20-foot setback/buffer from the Sante Fe Trail is shown.

The Tri-lakes Comprehensive Plan (2000) area noted the area as sub-area 4, Town of Monument. More specifically, to the proposed sketch plan area, the plan states:
" Baptist Road, which the Town identifies as having potential to eclipse Highway 105 as a commercial corridor, must be widened, leveled and improved at the Baptist -I25 interchange. With this in mind, the Town participated in the formation of the Baptist Road Rural Transportation Authority (BRRTA), the first RTA created in Colorado under the 1997 Rural Transportation Act. Under the BRRTA, the Town will participate with El Paso County in putting in place a framework to determine the improvements necessary to Baptist Road and a mechanism to secure the financial resources to begin construction."

The Town is encouraged to participate in the Master Plan amendment for the County.
