Prior to Gabe Sevigny resigning from El Paso County he, Nina, and the Director Craig Dossey met to discuss the proposed landscape plan. It was determined that the landscape plan (an alternative request) would not be approved unless the applicant received approval from those adjacent property owners indicating they prefer the proposed landscaping in place of landscaping meeting the standards. Any resubmission should include either a landscape proposal demonstrating full compliance with the LDC or support from all those adjacent.

Traffic Engineering has the following comments:

1- Please add the following note to the development plan "Prior to construction plans approval, the developer is required to remit the amount of $150,000 for the future anticipated traffic signal at the intersection of Venetucci Blvd with Bob Johnson Drive/Eldorado Springs Apartments proposed access.” The city will be constructing this signal when the intersection meets the signal warrants. The developer will be responsible to fully construct the signal if the developer choose to construct this signal prior to meeting the signal warrants.

2- The applicant will need to submit a signing and striping plan to show the details of the roadway improvements at the intersection of Venetucci Blvd with Bob Johnson Drive/Eldorado Springs Apartments proposed access.

I am in receipt of a referral request for comment on a Plot Plan Review: the site of the proposed multi-family project with 236 units with clubhouse and swimming pool. Single access point from Venetucci Blvd with an emergency access is proposed. A tract of land located in the SW ¼ of Sec 33, T 14S, R 66W, and the NW ¼ Sec 4 in T 15S, R 66W of the 6th PM in El Paso County, Colorado. The property has the tax schedule No. 6433300012 and is currently undeveloped 15.55 acres off Venetucci Blvd NW of the SH 85/87 and I-25 interchange. After review of all documentation we have the following comments:

Access
• Approval to allow the multi-family project will not impact CDOT infrastructure. Therefore, no CDOT Access Permit will be required.

Traffic
The Eldorado Springs Traffic Impact Report dated October 30, 2019 has been reviewed by a CDOT Traffic Operations Engineer. Their comments follow;
• No Comment

However,
• On-premise and off-premise signing shall comply with the current Colorado Outdoor Advertising Act, sections 43-1-401 to 421, C.R.S., and all rules and regulations pertaining to outdoor advertising. Please contact Mr. Todd Ausbun at (719) 696-1403 for any questions regarding advertising devices.
• Any utility work within the state highway right of way will require a utility permit from the CDOT. Information for obtaining a utility permit can also be obtained by contacting Mr. Ausbun.

City of Colorado Springs Engineering development Review Division has the following comments:

Development Plan:
Clearly show and callout the City/County limits.
This section of Venetucci Blvd is outside the City's limit, Bob Johnson Drive east of the intersection is located within the City limits, but there are no public improvements proposed on Bob Johnson Drive.
Verify who controls Venetucci Blvd and the intersection, El Paso County or CDOT.
Because Venetucci Blvd and Bob Johnson Drive is not signalized the City recommends removing the pedestrian ramps that cross Venetucci Blvd.

Street improvement plans:
The EDRD and Traffic Engineering Reviewed the construction plan on 1/30/2020. Comments were similar to the development comments. Venetucci Blvd is outside the City's limits and is control by CDOT or El Paso County.
The City recommends removing the pedestrian ramps and crosswalk across Venetucci Blvd.

Drainage plan & profile
The development proposes to connect the private stormsewer system into the City controlled 48" RCP on the east side of Venetucci Blvd. The City will inspect the connection to the existing public 48" on the east side of Venetucci Blvd. These comments were included on the construction plans that were sent back to Westworks Engineering.

2. Enumerations has not received the secondary addressing for the 2 building types for review. Please provide prior to plan submittal to RBD. Amy@pprbd.org
3. When submitting building plans to RBD for each building, garage, and carport type please submit separately.
4. Each detached building will be assigned a separate address to include, garages, carports, trash enclosures over 7ft, mail kiosk, fencing/retaining walls, pool maintenance building.

Need the square footage, construction type, height and number of floors to calculate fire flow, and number of fire hydrants required. Once this information is aquired the utility plans and final site plan can be approved.

Fire Lanes and Access Widths are required to comply with Apendix D of the 2015 International Fire Code. Note: Aerial fire appuratus access is required.

D103.5 Fire apparatus access road gates. Gates securing the fire apparatus access roads shall comply with all of the following criteria:

1. Where a single gate is provided, the gate width shall be not less than 20 feet (6096 mm). Where a fire apparatus road consists of a divided roadway, the gate width shall be not less than16 feet.
2. Gates shall be of the swinging or sliding type.
3. Construction of gates shall be of materials that allow manual operation by one person.
4. Gate components shall be maintained in an operative condition at all times and replaced or repaired when defective.
5. Electric gates shall be equipped with a means of opening the gate by fire department personnel for emergency access. An OPTICOM or KNOX Emergency opening devices is required and shall be approved by the fire code official.
6. Methods of locking shall be submitted for approval by the fire code official. KNOX lock is required on manual gates.
7. Electric gate operators, where provided, shall be listed in accordance with UL 325.
8. Gates intended for automatic operation shall be designed, constructed and installed to comply with the requirements of ASTM F 2200.

D105.2 Width. Aerial fire apparatus access roads shall have a minimum unobstructed width of 26 feet (7925 mm), of improved surface per section D102, in the immediate vicinity of the building or portion thereof. (IFC)
