The City of Fountain is in receipt of the Site Development Plan for the Palmer-Williams Creek Solar Array and has the following concerns. The access for the construction and maintenance of the solar array is through the City of Fountain and our corresponding streets, Link Road and Squirrel Creek Road. We anticipate conversations with the applicant to advise an alternate route, as those roads are planned to be under construction with possible closures throughout the next three years. Maintenance of the completed facility is not our main concern, the main concern is during the construction of the facility. Enumerations has the following comments; Enumerations meeting notes with Kimley Horn were shared with Justin Annan, with El Paso/Teller 9-1-1 Authority. What was originally discussed at the last meeting has been simplified. 1. Site 1, will have 2 interior street names, 3 permanent addresses for site, -1 address at each gate for each section of solar panels, total of 3 gates, -a permanent sign needs to be posted at each gate - along with another permanent sign at the main entrance at Birdsall Road to the site with all 3 addresses, -a temp. address will also be required for the construction trailer, along with temp. signage posted during construction. 2. Site 2, will have 3 interior street names, 4 permanent addresses for site, -1 address at Williams Creek gate, -1 address for each meter that will be servicing site 1 & site 2, permanent signage posted at meter location, -1 address at the gate to the 24x40 storage shed and same address posted on the shed, - permanent signage for all 4 addresses at the paved portion of Squirrel Creek Road as you access the dirt road (unnamed) access road, -3 temp. addresses will also be required for the construction trailers, along with temp. signage posted during construction. 3.
