If the developer wishes to include the subdivision in Public Improvement District No. 2, please complete the attached petition in full and submit to the County Attorney's Office, along with a legal description of the subdivision in Word.

State law requires that legal notice of the BoCC hearing to include the property in the PID be published for three weeks. Developer is responsible for reimbursing the County Attorney's Office for the cost of publication.

The inclusion hearing must be held before the plat is recorded and requires 3 weeks of published notice. The County Attorney's Office makes every attempt to schedule the inclusion hearing on the date of BoCC or administrative approval of the plat, or as close thereto as possible. The developer and County Planning are responsible to keep the County Attorney's Office informed of the anticipated plat approval date.

The Settlers Ranch Filing No, 2C plat has been recorded. The tract that will contain the future right-of-way has been created. Please look to the County Attorneys comments regrading the escrow agreement and SIA. Please note upon resubmittal of the required documents, staff will send out a notice of an administrative plat approval.

At their regularly scheduled meeting on September 14, 2017, the Lewis-Palmer Board of Education voted to take no formal action to oppose the zoning change and preliminary site plan for the Abert Ranch Subdivision. (This 40.40-acre property is located east of Highway 83, south of Walker Road, and adjoining the west side of Steppler Road.)
However, at that time the Board of Education did inform the El Paso County Planning Commission of the following:
“Lewis-Palmer School District is nearing capacity at all schools in the district for grades K-8. The Ray Kilmer Elementary School, which will house the students from this subdivision, is projected to exceed its program capacity in the next few years. Lewis-Palmer Middle School is currently at its program capacity.
The school district is in the process of planning additional schools. As you know, such planning will result in a ballot issue, which must pass to allow for relief. Whereas the Board of Education’s role is to ensure all students in Lewis-Palmer School District receive a quality education, we must advise the Planning Commission that continued housing growth without additional schools will ultimately impact the quality education for which Lewis-Palmer School District is known.”
