The Black Forest Land Use Committee recommends approval of this preliminary plan with one change. We feel that lot 4 should access the cul-de-sac on a flag and NOT access Hodgen Road directly. This is a busy road at a busy intersection and it is not safe to add a private driveway at this point on Hodgen. |

Goal A.4.3.A. of the Trails Addendum to the Black Forest Preservation Plan is for provision of neighborhood trails in new developments that can ultimately connect to the regional trail system. The regional trail from Black Forest Regional Park is projected to reach Hodgen Rd. near High Plains and a planned bicycle route along Hodgen adjoins the subdivision. We suggest consideration of an internal trail along utility easements and/or through the No Build area for residents of the community to conveniently access these coming recreational amenities. Please include us on the distribution list for future updates. Thank you! |

Also as we discussed clarify the county prudent set back area. I would think the county would want a note added that describes the associated restrictions. |

The Black Forest Land Use Committee commends the applicant for following the Black Forest Preservation Plan in this proposal. Having a development that averages 5 acres or more per lot is totally in keeping with the Preservation Plan. The Land Use Committee is concerned with having a driveway on to Hodgen Road for lot 4. At that point, Black Forest Road intersects Hodgen from the south and traffic is heavy in several directions. We recommend that the applicant design a flag off the cul-de-sac on Raleigh Rd to go into lot 4. We realize this will probably require a culvert crossing the drainage area but feel this is better and safer than a direct access on to Hodgen. |

Entech's 4/20/2018 Soil, Geology, Geologic Hazard, and Wastewater Study contains appropriate recommendations for mitigating the site's potential development constraints, which include artificial fill, expansive soils, potentially unstable slopes, floodplain, and seasonally shallow groundwater areas. Provided Entech’s recommendations are adhered to, and lot-specific investigations and analyses are conducted for use in design of individual foundations, CGS has no objection to approval of the seven-lot residential subdivision as proposed. The High Plains Filing No. 1 Preliminary Plan (Catamount Engineering, July 9, 2018) shows a hatched area that appears to correspond to the flood hazard, shallow groundwater, potentially unstable slope, and slope setback area identified on Entech's Figure 6 (Geology Map). The hazards within the hatched area should be identified on the plat, and the hatched area should be specifically identified on the plat as non-buildable. |
