If it was not addressed then insert the following sentence at the end of the Owner Inspection and Maintenance of Constructed BMPs section of the SWMP (page 6): "Revisions shall be annotated on plan and initialed and dated by the Stormwater and EPC inspector."

NOTE: Many of the previous comments have not been addressed. This project was submitted over 2 years ago and staff has reviewed 5 rounds of resubmissions to date. Staff recommends a meeting to discuss the comments if the applicant does not understand them, or is not sure how to resolve the comments. 4. Identify the areas calculated as open/recreational space with an appropriate symbol or designator. Response provided indicates County clarification needed. Section 4.2.5 RVP, Recreational Vehicle Park paragraph 10 requires that 8% of the total area of a recreational vehicle park shall be set aside as open space for park users. This area may not include area reserved for service facilities, setbacks or other non-usable areas. The plan indicates 13.9 acres of open space. The comment is clear. Designate where the open space is located. The detention pond and septic field, being areas reserved for service facilities shall not be included in this calculation. The open space area has been reduced and appears to not include the unusable area, but no specific open space/park area has been shown that is clearly usable and intended for the use of those staying in the park. Revise the letter of intent accordingly.

FYI: Per discussions/meetings the site plan is expected to be significantly revised with the resubmittal; therefore, review 1 is not a detailed review of the plan set. Additional comments will be generated with the resubmittal.

* Based on the meeting with the applicant on June 21, 2018, the intent is to build the private access road to County standards with the intent that when this property and the adjacent property is subdivided in the future, the access road will be dedicated to the County for ownership and maintenance. Additionally, the current configuration plans for a shared access with the proposed PUD of the adjacent property.
Therefore, a traffic impact study is required with this application. The TIS shall provide a recommendation for the roadway classification that the private access road must be designed and built to. Additionally, the TIS must provide a design analysis of the roundabout configuration to ensure it meets county standards.

Regarding a request for approval of a development plan for an RV park and storage facility at 14010 Judge Orr Rd., Enumerations has the following comments:

1. Many of the secondary structures proposed for this development such as laundry/bathroom facilities, RV storage canopies, convenience store, etc. will require separate addresses and permits. Provide a copy of this development plan to Enumerations with the locations of all structures which will require building permits under the Regional Building Code highlighted so that these addresses can be established ahead of time to be used for submitting plans.
2. Each electricity and water pedestal will need to be associated with a space number. Enumerations does not assign space numbers.
3. Typically, in RV parks such as this, the internal drive aisles are not named roads and no road names are shown, however, the developer should verify with Justin Annan (jannan@elpasoteller911.org) with the 911 authority that no internal road names are required.




Floodplain has the following comments:

1. As noted on the development plan, there is floodplain area in the north-east corner of this development. No structures are shown on the plan as being proposed for this area. If, however, the plan changes and structures are proposed within this floodplain area, the developer should contact Floodplain Administrator Keith Curtis (keith@pprbd.org, 719-327-2898) to discuss what is allowed in this floodplain area.
