It has been determined that until there is resolve regarding what the terms of the existing 1969 easement are. Staff can not move this forward, as to not put the Board in a situation to determine a civil matter between the Meadowlake Airport and the property owner. The "ground up" language is the reason for concern with Planning Staff until otherwise directed by the County Attorney's Office.
Thank you for providing the revised color version of the sketch plan.

The Applicant needs to provide a signed and stamped version of the MDDP (V-4) for El Paso County approval.
The Applicant needs to revise table 6 in the Traffic Impact study to that address comments from The Colorado Department of Transportation prior to El Paso County approval.

Please note that the Water Master Plan (2019) will be discussed briefly in the staff report as it relates to this application. In theory this application should have sufficient information for staff to analyze the proposal in conjunction with the goals and policies of the Plan. Future applications will be subject to address compatibility with the Plan. You may elect to add discussions now to the LOI or at the time of future applications. (No response required)


The LOI should clearly identify parameters of the avigation easement and justify any land use proposed within the limitations, if any. If the applicant elects to renegotiate or redefine the terms of the avigation easement, the (existing) and new easement should be reflected on the SKP drawing and discussed in the LOI, briefly.

1. New FEMA FIRM panels recently became effective for El Paso County. The floodplain statement should be updated to show this new information: panel number 08041C0575G with an effective date of December 7, 2018.

Regarding a request for approval of a sketch plan for Meadowlake Ranch, Enumerations has the following comments:

1. The developer should submit a list of proposed street names to Justin Annan (jannan@elpasoteller911.org) or Glenn West (gwest@elpasoteller911.org) so that as each phase is gets closer to approval, the street names are already approved.
2. The letter of intent seem to imply that the residence currently on the property will remain once the development is under way. Depending upon the final street configuration and access to the home, it may be necessary for the existing residence to change its address. Enumerations will comment to this as needed whenever the appropriate phase comes through for comment.
3. Enumerations will have more specific comments as each section of the overall development is submitted for review.
