Regarding a request for approval of the McConnell Minor Subdivision (Mountains to View Estates), Enumerations has the following comments: 1. If the existing residence located on proposed Lot1 will remain, it will retain the use of the address of 11150 N. Ellicott Hwy. The applicant should contact Enumerations prior to submitting the mylar for recording to obtain addresses for the other 2 lots that need to appear on the mylar. 2. Prior to recording, Enumerations will review the mylar for addressing, title block, street names and floodplain statement. A $10 per lot/tract fee will be due at the time of mylar review. Since the address for proposed Lot 1 is existing, no fee will be due for that lot. Therefore, the fee due will be $20. Floodplain has the following comments: 1. New FIRM panels recently went into effect in El Paso County. The floodplain statement should be updated to show the new map number and effective date: 08041C0600G with an effective date of December 7, 2018. The site does not contain, nor is it exposed to, any geologic hazards that would preclude the proposed 3-lot residential subdivision. Proposed Lot 1 contains an existing home, outbuilding and OWTS. Entech's Soil, Geology, Geologic Hazard, and Wastewater Study, Mountains to View Estates (April 16, 2018) contains appropriate recommendations for mitigating the site's potential development constraints, which include artificial fill, loose, collapsible, and hydrocompactive or otherwise settlement-prone soils, floodplain, and seasonally shallow groundwater areas. Provided Entech’s recommendations are adhered to, CGS has no objection to approval of the three-lot residential subdivision as proposed. GeoQuest's Soils Report for Apex Construction (stamped February 13, 2018) contains appropriate, site-specific geotechnical recommendations for proposed Lot 3. The Mountains to Views Estates plat (Marr Land Surveying, September 10, 2017) identifies a "No Build No Storage Easement" on proposed Lots 1, 2, and 3, corresponding to an outdated 100-year flood hazard zone. Updated flood hazard mapping is now available, and the flood hazard zone shown on FEMA FIRM panel 08041C0585G (effective December 6, 2018) is slightly different from that shown on the plat. CGS recommends that the plat be updated to reflect the currently mapped 100 year flood hazard zone A. |
