CGS has no objection to approval of the site development plan as proposed, provided the recommendations in Earth Science, LLC's Geotechnical Investigation Report (May 2, 2017) are adhered to. However: the geotechnical borings encountered "fat clay" at depths ranging from 8 to 11 feet below ground surface beneath the proposed structure, and shallow groundwater at depths ranging from 7 to 9 feet below ground surface across the site. The geologic map (Morgan and White, 2012; Falcon Quadrangle Geologic Map) indicates that the underlying bedrock (Black Squirrel Formation) contains claystones that may be prone to swelling when wet. It does not appear that any shrink-swell testing was performed on the "fat clay" materials. Because shrink-swell problems are generally associated with changes in soil moisture, the hazard at this specific location is likely to be relatively minor as long as the current shallow-groundwater levels remain relatively stable; however, CGS would consider shrink-swell testing on the fat clays a prudent action to reduce the risk of shrink-swell damage related to future groundwater fluctuations. CGS agrees that a drainage layer and vapor barrier should be provided beneath the floor slab to protect against capillary water and soil moisture instrusion. |

The drainage letter report may be signed and submitted for approval. Coordination with EPC Parks, including the temporary access agreement, is required prior to and during construction. It appears that an existing culvert may need to be extended with raising of the trail, depending on the amount of fill in that area. |

Regarding a request for approval of a site development plan for parcel 43072-10-007, Enumerations has the following comments: 1. The address of 7699 Mclaughlin Rd. is the correct address for this parcel and should be used for any building plans submitted for review/permit. 2. The exterior elevations sheet shows a trash enclosure over 7 feet in height. This will require a separate address and building permit, but not a separate plan submittal. An address will be assigned by Enumerations at the time of plan submittal. Floodplain has no comment or objection.
