El Paso County Park Planning Division Staff has the following administrative comments on behalf of El Paso County Parks: The Fox Run Regional Trail is located within the vicinity of the site, however, it is located along the northern side of Hodgen Road so no easement is necessary. The Hodgen Road Bicycle Route runs parallel to the site but will be accommodated within the public right-of-way. Fees in lieu of land dedication for regional park purposes in the amount of $920 will be required at the time of the recording of the final plat. The available referral documents include the Final Plat (Apex Land Surveying and Mapping LLC, March 4, 2024), Wastewater Study (Entech Engineering, Inc., Revised March 11, 2024), Soil and Geology Study (Entech Engineering, Inc., Revised March 11, 2024), and other documents.

The applicant desires to subdivide 38.68 acres into two rural residential lots. Entech’s characterization of the geologic hazards and constraints associated with the site is valid. Entech identifies areas that will impose geologic constraints/hazards, including (page 1) “potentially expansive soils, downslope creep, areas potential (sic) seasonally shallow groundwater, and shallow bedrock.” Provided Entech’s recommendations are adhered to, CGS has no objection to approval of the minor subdivision as proposed. We offer the following comments:

1. The final plat should be updated to reference Entech’s March 11, 2024 report and the geologic hazards listed. Lots located within areas of geologic hazards/constraints should be indicated on the plat.

2. Erosional setbacks should be established near drainages and noted in the plans.

3. CGS agrees with Entech (page 9), “Individual investigations for new building sites and septic systems will be required prior to construction.” A note requiring these investigations should be included in the plat.

Address for Lot 2 will be 2458 Hodgen Rd. Please add this address and the existing address to the final plat as close (North) to the named street as possible.

Standard Final Plat comments apply:

• Enumerations will review the pre-plat (mylar) prior to plat for address placement, street names, and title block.
• A $10.00 per lot and tract platting fee will be due at the time of the review of the pre-plat, (two addresses per lot and tract). If an address is not needed on a tract then no fee applies. Check should be made out to PIKES PEAK REGIONAL BUILDING DEPARTMENT or PPRBD. Paid directly to the Enumerations Department. As of December 5th 2023, the fee for all credit/debit cards has changed from the flat 2.95% fee to the following: Over the phone Credit/Debit Card payments will be 2.3% and In-Person Debit Card payments will be 1.5% (in-person only). 1 new address, Plat fee will be $10.00.
• A copy of the final recorded plat is required prior to plan submittal for RESIDENTIAL. Please email the Enumerations staff member that reviewed your project. BeckyA@pprbd.org
• Pre-plat reviews must be reviewed in-person. The pre-plat will be stamped by Enumerations for accuracy and returned to the applicant and the planner. All payments to be mailed to RBD via a check or credit card payment over the phone. Plats should not be recorded prior to Enumerations stamping the pre-plat and receiving payment of plat fees. If any pre-plat changes occur, even if changes do not apply to Enumerations, we still need to re-stamp the pre-plat. The Enumerations stamped pre-plat copy should match the recorded document minus a few signatures. Review 1: As stated in the Drainage Letter, the proposed disturbance is <1ac so an ESQCP and PBMP are not required. And project is not located near any sensitive areas and is not considered part of a larger common plan of development. As such, EPC DPW Stormwater does not have comments on any of the uploaded documents. Thank you.
