As requested, the Colorado Geological Survey (CGS) has reviewed the resubmittal for the site (County No. SP217, located at 38.9243, -104.5128). Our previous comments from January 19, 2022 and November 1, 2023 are considered part of this review. Our review comments from November 1, 2023 have not been addressed and are repeated here:

“Pertinent documents received for review include a Preliminary Plan (Kimley Horn, Printed October 9, 2023) and a Response to CGS Comments (RMG, Job No. 180213, June 29, 2023). RMG states that “…crawlspace construction is feasible on all proposed lots provided that suitable mitigation measures are implemented including (but not limited to) careful selection of the location and elevation of the proposed structures, installation of additional drainage systems, and/or ground stabilization measures, etc.”

Shallow, fluctuating groundwater conditions have been identified as a constraint related to site geology in this proposed subdivision. “Suitable mitigation measures” (i.e., additional drain systems or ground stabilization measures) should be based on groundwater data that includes groundwater elevations, seasonal fluctuations, and impacts of yearly precipitation trends on the extent of groundwater fluctuation expected for the design life of the subdivision.

CGS recommends the project and preliminary plan not be approved until the notes on the plans indicate the same procedures (groundwater monitoring) to determine drains or ground stabilization for not just basements but any below-grade inhabited spaces, including crawlspaces.”

CGS recommends that the Final Plat and project not be approved unless a note is added that no below grade habitable space, including basements or crawlspaces are allowed in this subdivision. Should below grade habitable space be desired for this development a groundwater monitoring program must be followed to develop groundwater data that includes groundwater elevations, seasonal fluctuations, and impacts of yearly precipitation trends on the extent of groundwater fluctuation expected for the design life of the subdivision.

1. Addressing has already been provided under the Development Plan review.
2. Addressing for the lots are as follows: Lot 1 17640 Sagecreek Rd, Lot 2 17610 Sagecreek Rd, Lot 3 17670 Sagecreek Rd, Lot 4 17700 Sagecreek Rd, Lot 5 17790 Sagecreek Rd, Lot 6 17760 Sagecreek Rd, Lot 7 17730 Sagecreek Rd.
3. Please add the addresses to these lots, since they are all addressed off of Sagecreek Rd, please place the numbers on the east side of the lots on the plan.
4. The existing address located on proposed Lot 3 (16975 Falcon Hwy):
a. 16975 Falcon Hwy has permit history and will require an address change based on the new approved street name. Please see our link here for address change requirements

Final Plat comments apply:
1. Enumerations will review the pre-plat (mylar) prior to plat for address placement, street names, and title block. Enumerations will not stamp off on the pre-plat until addresses have been added to the Final Plat.
2. A $10.00 per lot and tract platting fee will be due at the time of the review of the pre-plat, (two addresses per lot and tract). If an address is not needed on a tract then no fee applies. Check should be made out to PIKES PEAK REGIONAL BUILDING DEPARTMENT or PPRBD. Paid directly to the Enumerations Department. As of December 5th 2023, the fee for all credit/debit cards has changed from the flat 2.95% fee to the following: Over the phone Credit/Debit Card payments will be 2.3% and In-Person Debit Card payments will be 1.5% (in-person only). Plat fee will be $70.00 based on 7 new addresses.
3. A copy of the final recorded plat is required prior to plan submittal for RESIDENTIAL. Please email the Enumerations staff member that reviewed your project. BeckyA@pprbd.org
4. Pre-plat reviews will need to be conducted in-person. The pre-plat will be stamped by Enumerations for accuracy and returned to the applicant and the planner. All payments to be mailed to RBD via a check or credit card payment over the phone. Plats should not be recorded prior to Enumerations stamping the pre-plat and receiving payment of plat fees. If any pre-plat changes occur, even if changes do not apply to Enumerations, we still need to re-stamp the pre-plat. The Enumerations stamped pre-plat copy should match the recorded document minus a few signatures.
